Notice of intent to enter into a sole source contract

In accordance with Federal Acquisition Regulation (FAR) Part 5.201(b)(1)(i), this is a notice of the West Palm Beach Veterans Affairs (VA) Medical Center's intent to enter into a sole source contract with Superior Optical Inc. to provide eyeglass dispensary services at the West Palm Beach VA Medical Center from October 1, 2011 through November 11, 2011. This action is authorized by FAR 6.302-1: only one responsible source and no other supplies or services will satisfy agency requirements.
This action is necessary due to a pending competitive procurement for a long-term contract to provide these services, the transition time that may be necessary to allow for a new contractor, and the unacceptability of a lapse in continuous service. A competitive service-disabled veteran-owned small business set aside procurement is currently in progress to provide a new long-term contract for eyeglass dispensary services at the West Palm Beach VA Medical Center. The solicitation was issued on June 29, 2011 to enable a new contract to be issued effective October 1, 2011 following the current contract with Superior Optical Inc. which expires on September 30, 2011.
Due to two challenges to the solicitation - one that challenged the application of the Service Contract Act with the Department of Labor and another that challenged the NAICS code with the Small Business Administration - the solicitation has been delayed for approximately 6 weeks. Although both challenges were dismissed, the time required to respond to each of these issues required a revised solicitation response date of September 22, 2011. The evaluation of offers is expected to require up to 4 weeks due to the requirement for 3 higher level reviews plus a legal review. In addition, up to 2 weeks may be needed to provide adequate notice to the successful offeror and the incumbent for the purpose of contract transition.
In light of this situation, the currently proposed acquisition is required to avoid an unacceptable break in service. Due to the need for adequate transition time and procurement evaluation, Superior Optical, the incumbent service provider, is the only possible source for providing eyeglass dispensary services until the new contract is established.
Responses are not being solicited to this notice. Any comments should be submitted by September 26, 2011 to eric.sullivan2@va.gov. The approved justification document will be posted following contract award.

The GLAC (Great Lakes Acquisition Center) is soliciting quotations to On-site Optical Dispensing Services for beneficiaries for the following VISN 12 Medical Centers: Edward Hines VA Hospital, Fifth Avenue & Roosevelt Road, Hines, Illinois 60141; Jesse Brown VA Medical Center, 820 South Damen, Chicago, Illinois 60612; and for Adam Benjamin Jr. VA Outpatient Clinic, 9330 South Broadway, Crown Point, Indiana for the period of January 1, 2010 - December 31, 2010, with up to two one-year options to extend at the Governments discretion in accordance with all specifications, work statement, terms and conditions contained therein. All qualified offerors/firms who believe they can satisfy the solicitation requirements are invited and encouraged to provide their proposal. Offers shall be evaluated for fair and reasonable pricing, technical competency/capability to perform services and satisfactory past performance record. The Fleet and Industrial Supply Center, Norfolk, Virginia is seeking forinformation and planning purposes, qualified and experienced sources for afeasibility study relating to the standardization of Lab Management softwaresuite across the entire DOD Optical Enterprise.
The Naval Ophthalmic Support and Training Activity, Yorktown, Virginia isresponsible for improving and standardizing optical fabrication servicesthroughout the Department of Defense (DOD). The DOD Optical FabricationEnterprise (OFE) is a Tri-service entity consisting of 26 labs world-wide,providing optical fabrication support for the Armed Forces and other federalagencies. The OFE's mission is to provide key elements of vision readiness andoptical support to the Armed Forces of the United States. These elementsinclude the manufacturing of eyeglasses, protective mask inserts and specialtylenses. The OFE currently fills over 1.2 million prescriptions for eyewear peryear.
The DoD Optical Fabrication Enterprise (OFE) is performing a feasibility studyrelating to the standardization of Lab Management Software suite (LMS) acrossthe entire DoD Optical Enterprise. The primary focus of the study is todetermine if a single vendor can provide a standardized Lab Management Software(LMS) suite across the OFE in an effort to streamline processes and to improvethe OFE's vision for improving customer service.
This study will encompass the development, deployment, timelines, and support ofan automated optical fabrication management system for the OFE. Key features ofOFAMS involve integration and interfaces with current SRTS legacy and theplanned SRTS2/AHLTA DoD electronic eyeglass order entry and order managementsystem, logistic (DMLSS), and a wide variety of OFE operated equipment (Blocker,generator, edger, etc.) and allow for an optical order to be received from anexternal customer, validated, tracked, calculated, manufactured, verified, andshipped to an external customer.
Standardizing the OFE LMS suites will enhance the optical device order entry andtracking systems currently in place. Key enhancements include:. Detailed job tracking that allows users to know current and paststatuses of the job as well as who was involved in key fabrication steps and theequipment used during fabrication.. Integration/interfaces with internal and external DoD applications toupdate job statuses, initiate inventory management, perform order validation anderror identification, and share key order information.. Highly granular and highly detailed user friendly reporting functions toprovide metrics, alerts and other user defined reports in common exportableformats; such as Excel, CVS, delimited, SQL, Crystal Reports, etc.. Barcode and other job identification and tracking such as RFID functionsto minimize keystrokes.. Integration with user defined optical fabrication related equipment toallow for two-way information exchange required for fabrication, tracking, andquality verification.. Inventory verification to ensure material pulled for each job iscorrect.. A graphical user interface (GUI) that is highly configurable by the userto allow for all current and past jobs to be identified and recalled accordingto user defined sorts. This master order management screen allows the user toview all or specific subsets of jobs and recall a complete history for each jobas needed. Alerts for key user defined situations that are integrated into theorder management screen.. Comply with applicable MHS AIS security, patient privacy and datatransmission requirements.
