Northern Bleached Hardwood Kraft Pulp
The National Institute of Standards and Technology (NIST), a civilian agency under the Department of Commerce, is seeking sources for Northern Bleached Hardwood Kraft (NBHK) pulp through this pre-solicitation notice issued on February 4, 2026, with a due date of March 5, 2026. This is a Sources Sought Notice only, intended for planning purposes and market research rather than an actual solicitation or request for proposal. NIST is gathering information from potential contractors who can supply approximately 15 air-dried metric tons (ADMT) of NBHK pulp bales meeting specific technical specifications including a minimum of 87 ISO brightness, 0.7 mm average fiber length, and 90% air-dry content. The pulp must originate predominantly from hardwood tree species with less than 10% softwood content and must be appropriately wrapped with pulp sheets and wire wraps for protection during transit and storage. No formal evaluation criteria have been provided in this notice, and interested parties should note that this is not an obligation on NIST's part to conduct a follow-on acquisition, nor will any payment be made for responses submitted.
This procurement includes no set-aside designations and carries no announced budget range or award value. The notice does not identify any current contractors or potential incumbents for this requirement. Interested contractors are advised that no formal solicitation documents currently exist, and requests for solicitation copies will not receive responses. Contractors submitting information should clearly mark any proprietary or restricted data as addendums to non-proprietary information; absent such identification, NIST will assume unlimited rights to all technical data provided. The due date for responses is March 5, 2026, allowing potential suppliers approximately one month to assess their capability to meet NIST's pulp specifications and submit their interest.

The feasibiliby of the process has been tested and demonstrated tough bench scale and pilot plant tests. Data generated from the tests has confirmed that the SCW will:1) reduce power consumtion2) reduce evaporative load3) reduce fuel/steam consumption4) reduce soda consumption5) reduce plant effluent and fresh water usage (30-50%)6) increase fiber yeild (1-2%) and quality, resulting in potential 40-60 $/ADT operating savings. The INL is soliciting industry participation to demonstrate the SCW in an operating pulp mill and to generate commercial scale production operating data. As a part of the demonstration project the INL and Steam Filter LLC will complete the design (90% complete), and fabrication (30% complete) of the SCW, and will transport and install it in the participant's pulp mill at no cost to the mill. At the conclusion of the SCW demonstration project the participant(s) will have an option to lease or purchase the SCW from Steam Filter LLC, or have the SCW removed from their plant.
