The U.S. Department of Agriculture (USDA), Agricultural Research Service (ARS), Northern Plains Area, intends to negotiate on a sole source basis for a Service Contract with the National Sunflower Association to acquire sunflower germplasm lines from a group of public and private research organizations and submit them to a company that specializes in SNP marker development; under the authority of FAR 6.302-1. This is a notice of intent and is not a request for competitive quotations or proposals. No solicitation is available. Firms that believe they can provide this equipment/system are encouraged to identify themselves and provide a substantive statement with descriptive literature and any other supporting information to the Contracting Officer within 15 days of publication of this notice. All information received within 15 days of publication of this synopsis will be considered by the Government to determine if the alternative equipment/system meets the Government's requirements and is capable of performing the intended task(s). All responses must be in writing and may be faxed to the attention of James C. Wiltse, fax 970-492-7031, or email at james.wiltse@ars.usda.gov. Questions concerning this acquisition must be directed to James C. Wiltse, email james.wiltse@ars.usda.gov. Notice of Intent: The USDA, ARS, PA, intends to award a sole source commercial item procurement to Team Marketing Alliance, 307 West Cole Street, Moundridge, KS. 67107, as they are the sole source that can meet our urgent need for this type of grain that meets or exceeds the USDA and FGIS test specifications and quality parameters pursuant to the authority of 41 U.S.C. 253(c)(1) and FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy agency Requirements. The award will be for wheat grain that meets the urgency of our delivery requirement and meets or exceeds the following research requirements.Specific Requirements:Delivery of grain that meets the following USDA and FGIS research and test specifications and parameter requirements: US No. 1 HRW wheat, Moisture Content <12%, New Crop wheat, Test weight 60 lbs. /bu (test weight also covered under FGIS guidelines which require the same), Total Quantity of Wheat needed is 14,000 bushels, delivered between November 9th thru November 13th, 07:30-16:00 M-F, frequency of 4-6 trucks per day of 800 to 900 bushels per truck. As all locally harvested, grain that is exported, ships out this time of the year in order to meet U.S. export deadlines, it is most urgent that an order is placed as quickly as possible for the required quantity of new crop grain that meets the stringent USDA/FGIS guidelines and meets our research requirements. The Department of Homeland Securitys (DHS) Office of the Chief Procurement Officer (CPO) is hosting the DHS Industry Day. The Industry Day will provide a venue for DHS to discuss advance acquisition plan information with industry. By establishing this event, it is the goal for DHS to have a forum in which to better communicate DHSs requirements and increase competition by sharing information. The Industry Day is scheduled to run for one full day on Wednesday, December 3, 2008 at the Ronald Reagan Building in Washington, D.C. 20004.
