About this vehicle

The Bureau of Land Management Nevada Region established this Master IDIQ on July 1, 2012, to procure long-term pasture facilities for wild horses removed from public lands under the Wild and Free Roaming Horses and Burro Act. The vehicle's ordering period closed on August 31, 2022 — the vehicle is no longer accepting new orders.

Ordering momentum peaked in 2019 with 14 task orders issued, then dropped sharply. Only one order was placed in 2020, and no activity occurred after January 2, 2020, despite the ordering window remaining open for another two and a half years. All 57 task orders issued under the vehicle have been fully obligated against the combined potential value of $20.8 million, with 100 percent of available funding drawn down.

The vehicle funds exclusively off-range horse holding and pasture operations. Task orders reflect fixed-price contracts with economic price adjustments, typically covering annual or semi-annual pasture maintenance at discrete facilities, with order values ranging from approximately $50,000 to $1.25 million.

Hughes Cattle Company, L.L.C., and Jacobs Ranch L.L.C. dominate the prime contractor base, holding roughly 56 percent of combined potential value across nine and ten orders respectively. Sharon Riddle, Moore Connie C, and Doris A Row each hold ten, ten, and nine orders respectively. A single small business order represents the only set-aside activity; all other 56 orders are unrestricted competitive awards. The Department of the Interior Bureau of Land Management National Office is the sole customer, placing all 57 orders.

This vehicle is effectively closed to new business. The ordering deadline has passed, the full potential value has been obligated, and no task orders have been issued for over six years. Existing primes maintaining multi-year relationships may pursue renewal or successor vehicles through BLM, but this IDIQ itself is no longer available for new competition.

Description

Wild horses on public lands administered by the Bureau of Land Management (BLM) and U.S. Forest Service are protected, managed and controlled under the provisions of the Wild and Free Roaming Horses and Burro Act of December 15, 1971. As resource conditions and other factors warrant, excess wild horses are removed from the public lands and placed in private maintenance through the Adopt A Horse Program. Horses that have not been adopted because of age or other factors are being cared for on private land. The purpose of this Master IDIQ is to obtain one or more long-term pastures (LTP) facilities located in the continental United States.
