About this vehicle
This Master IDIQ is inactive — ordering closed in April 2019 and no further task orders can be placed against it.
The Department of the Navy Naval Sea Systems Command established this vehicle on April 22, 2016, to procure commercial off-the-shelf electronics, hardware, and components for the Tactical Tomahawk Weapon Control System (TTWCS). The vehicle's ordering period has expired; the last date to place orders was April 21, 2019. All 26 task orders issued under the vehicle remain fully obligated against its combined potential value of $4.1 million.
The vehicle contracted a narrow, hardware-focused scope: VME chassis and I/O cards, processors, routers, display units, slides and mechanical components, and miscellaneous electronics for ship installation and retrofit. Task orders ranged from $14 to approximately $1.5 million, with a median order value in the range of $50,000 to $300,000. All orders funded a single customer — Naval Sea Systems Command — with no diversification across agencies.
Competition among primes was concentrated. R.c. Electronics International, Inc. held 11 orders valued at $2.3 million combined, while Crestwood Technology Group, LLC. held 12 orders valued at $1.8 million. Gideon Services Inc. received 3 orders totaling $37 thousand. The two leading firms captured roughly 100% of awarded value. Set-aside activity was split: 17 orders (65% of the total) were designated total small business, with 9 orders (35%) awarded without a set-aside.
Award momentum declined sharply over the vehicle's life — 9 orders in 2016, 7 in 2017, 6 in 2018, and only 4 in 2019 before the ordering window closed. The vehicle has no successor and presents no current opportunity for new business development.
