About this vehicle

The Naval Sea Systems Command established this Master IDIQ on September 24, 2019, to supply hardware, materials, and components supporting the Naval Surface Warfare Center Panama City Division and its sponsor programs. The vehicle's last ordering date was September 29, 2024—ordering is now closed and has been for approximately 20 months.

The $48 million shared ceiling has been substantially obligated. Twenty-four task orders totaling $20.6 million in combined potential value have been awarded, with $20.1 million (97% of potential value) obligated. Recent ordering momentum has declined markedly: the vehicle saw six orders in 2020 and four in 2021, but only one in 2022 and four in 2023. The final five orders were awarded in 2024 before the ordering window closed in September.

Task orders fund mine countermeasure systems, command and control systems, sensor and data fusion, dive and life support systems, landing craft air cushioned vehicle components, special warfare systems, and littoral combat ship support. Representative recent orders include 5-axis vertical machining centers ($563,000), bi-directional RF-over-fiber transceivers ($315,000), breathing air test kits ($1 million), LCAC skirt spray suppression systems ($540,000), and cradle weldment assemblies.

Three prime contractors hold all 24 awards. Atlantic Diving Supply, Inc. dominates with 13 orders worth $10.7 million in combined potential value. Booz Allen Hamilton Inc. holds eight orders worth $6.1 million, and L3Harris Maritime Services Inc. holds three orders worth $3.8 million. All task orders fund a single customer: Naval Sea Systems Command. All awards carry no set-aside designation.

Typical firm fixed-price task-order values range from under $50,000 to approximately $2.4 million, with durations spanning several months to roughly 18 months. Place of performance is the Naval Surface Warfare Center Panama City Division facility in Panama City, Florida.
