About this vehicle
The Department of Homeland Security Science and Technology Directorate established this Master IDIQ for systems engineering and technical assistance (SETA) support to DHS R&D programs on June 26, 2013, with a shared ceiling of $236 million and ordering authority through June 29, 2018—now closed for nearly eight years. Systems Engineering and Technical Assistance III, awarded December 4, 2018, is the successor vehicle.
Thirty-seven task orders funded program and technical management, program planning and oversight, technical evaluation, project analysis, risk mitigation, data development and management, and financial support across DHS S&T divisions including the Explosives Division, Chemical and Biological Defense, Borders and Maritime Security, Cyber Security Division, First Responders Group, and the Homeland Security Advanced Research Projects Agency (HSARPA). Task orders typically used time-and-materials pricing; representative awards ranged from roughly $1.5 million to $20.6 million in ceiling value, with performance periods of one to three years and option extensions common.
Ordering peaked in 2014 with 16 awards; subsequent years saw declining volume (5 orders in 2015, 3 in 2016, 10 in 2017, 2 in 2018). Combined task-order potential value was $232.1 million, of which $205.5 million (89%) obligated. Three primes dominated: Booz Allen Hamilton won 20 orders worth $114.2 million in combined potential value; Noblis won 10 orders worth $70.5 million; Mantech SRS Technologies won 7 orders worth $47.3 million. Nearly all ordering (34 of 37 task orders, $223.8 million potential value) funded the Science and Technology Directorate itself; two orders supported the Office of Procurement Operations ($3.3 million) and one the Chief Readiness Support Officer ($4.9 million). All 37 task orders were unrestricted, non-set-aside awards.
Description
SETA support includes program and technical management, program planning and oversight, technical evaluation, project analysis, risk mitigation, data development and management, financial and other technical support for current, potential, and proposed DHS research and development science and technology programs.
