About this vehicle
The Department of the Navy Information Warfare Systems Command established this Master IDIQ for C4ISR tactical vehicle engineering and prototyping services on February 27, 2012, with a last date to order of August 25, 2017—ordering closed in August 2017, placing this vehicle out of active procurement for nearly nine years.
The vehicle is no longer a viable pursuit opportunity. With 59 task orders issued through September 2016, the most recent award dates back nearly a decade. The combined potential value across all task orders was $351.3 million, of which $321.4 million (91%) has already been obligated, leaving minimal unexercised ceiling remaining. The ordering momentum declined sharply in the vehicle's final years, dropping from 15–16 orders annually in 2012–2014 to just 5 orders in 2016 before the last order period expired.
Awarded work spanned C4ISR systems integration and engineering support for tactical vehicles including MRAPs, Light Armored Vehicles (LAVs), HMMWVs, and MaxxPro variants. Task orders addressed vehicle platform C4I integration, technical documentation development, prototype fabrication, post-production installation support, and field sustainment. Recent orders covered USMC communications system sustainment, Army vehicle reset programs, and Networking on the Move (NOTM) integration across platforms.
Competition was highly concentrated. Science Applications International Corporation dominated with 40 of 59 orders totaling $227.1 million in potential value—64% of the vehicle's combined value. BAE Systems Technology Solutions & Services Inc. held 10 orders worth $103.1 million (29%), and Leidos Inc. captured 9 orders worth $21.1 million (6%). No other contractors awarded work under the vehicle.
Customer concentration mirrored this tight structure. The Department of the Navy Information Warfare Systems Command (the contracting office) directly funded 39 of 59 orders worth $247.3 million (70% of combined value). The U.S. Marine Corps placed 12 orders worth $55.2 million (16%), with the Defense Contract Management Agency, Naval Facilities Engineering Command, and Naval Sea Systems Command accounting for the remainder. All 59 task orders carried no set-aside designation, indicating unrestricted competitive procurement.
Work was performed primarily at Charleston, South Carolina, with subordinate OCONUS support for tactical vehicle integration at unspecified overseas locations. All task orders used Cost Plus Fixed Fee pricing.
