About this vehicle
NASA Langley Research Center established a Master IDIQ for Reliance Consolidated Models V (RECOM V) in November 2018 with a shared ceiling of $9.425 million, but ordering closed on October 30, 2023, placing this vehicle outside the active procurement window. With 35 task orders awarded through August 2023, the vehicle is now spent — obligated dollars total $19.5 million against a combined potential value of $19.8 million, representing 98% drawdown. This vehicle is closed to new pursuit.
The work centers on design, analysis, and fabrication of aerospace test hardware and models supporting NASA's research missions: wind tunnel models including high-lift common research models at multiple scales, rotor blades and test stands, helicopter fuselage assemblies, Orion heat shields, hypersonic test articles, and instrumented structural components. Recent orders span fabrication of scaled models for the National Transonic Facility, design and repair of the Langley Rotor Test Stand, and composite fuselage structures for crashworthiness testing. Work incorporates stress analysis, finite element modeling, precision finishing to tolerances of +/− 0.002 inches, and installation of instrumentation for force, pressure, and temperature measurement.
Advanced Technologies, Inc. dominates the vehicle with 17 orders totaling $13.3 million in potential value—roughly 67% of all awards by count and 69% by value. Eagle Aviation Technologies LLC holds the second position with 11 orders worth $5.4 million. North Wind Systems LLC and Micro Craft Inc. account for the remaining work. Competition is concentrated among these four primes, with no other contractors appearing in the portfolio.
All 35 task orders fund NASA Langley Research Center directly; no other customer agencies appear. The set-aside mix is evenly divided: 18 orders (51%) are unrestricted, and 17 orders (49%) carry Total Small Business designations. Task orders are priced as firm fixed price except for two cost-plus-fixed-fee arrangements. Individual order values range from $25 thousand to $2.3 million, with most falling in the $100 thousand to $1.5 million band. Average annual ordering velocity declined from 11 orders in 2019 to a steady 5–6 orders per year through 2023. The vehicle succeeded RECOM IV (awarded January 2013).
Description
NASA Langley Research Center (LaRC) has awarded a Master IDIQ for Reliance Consolidated Models V (RECOM V). The goal is to provide high quality modeling in order to meet the mission objectives of NASA. Models consist of both mechanical and electrical/electronic hardware elements. Models may incorporate the use of new technologies such as smart materials, or new processes such as stereolithography and rapid prototyping using various materials from plastics, polymers and metals.
