About this IDV
NASA Langley Research Center awarded an indefinite-delivery contract to Advanced Technologies, Inc., a small business, for a $19.5 million ceiling under the Reliance Consolidated Models V (RECOM V) effort on November 1, 2018, with ultimate completion on October 31, 2023. This is a multiple-award IDIQ set aside for total small business concerns.
Place of performance is Newport News, Virginia, with work supporting NASA Langley Research Center and other NASA Centers as required by the performance work statement.
The IDIQ consolidates design and fabrication of aerospace model systems and developmental test hardware for spaceflight, flight development, and ground-based testing. The solicitation, issued as a sources-sought synopsis on January 19, 2018, targeted NAICS 541715 (Research and Development in Physical, Engineering, and Life Sciences) with a 1,500-employee size standard. The contracting officer determined adequate small business capability existed to conduct the procurement as a total small business set-aside. The government intended to award up to four contracts but reserved the right to award more or fewer based on best value. Delivery orders are issued on a firm-fixed-price or cost-plus-fixed-fee basis with a minimum of $25,000 per contract order.
The contract carries a five-year period of performance. The total maximum cumulative value across all awarded IDIQ contracts under this program is $9.5 million.
Recent delivery orders under this IDIQ include $2.17 million for fabrication of a 2.7% scale high-lift common research model for the National Transonic Facility (July 2023); $588,010 for repair and upgrade of the Langley Rotor Test Stand (August 2023); $153,600 for concept design of a Common Tail Stand for the 14x22 foot subsonic wind tunnel (July 2023); and $1.51 million for design, analysis, fabrication, and calibration of a Mach-scaled rotor blade set and fully articulated rotor hub for high-speed forward flight testing (February 2022).
Description
The reliance consolidated models v (recom v) effort is a consolidation of design and/or fabrication of aerospace model systems and developmental test hardware used for spaceflight, flight, spaceflight development, and ground-based tests supporting NASA langley research center (larc). This contract may be used to support other NASA centers that require work within the scope of the recom v performance work statement (PWS). Market research was conducted in order to determine the level of existing small business capabilities. A sources-sought synopsis was issued on january 19, 2018 seeking capability statements from potential sources under north american industrial classification system (NAICS) 541715, research and development in physical, engineering, and life sciences with a size standard of 1,500 employees. Based on the responses received, the contracting officer, with the concurrence of the small business specialist, determined that an adequate number of small business concerns existed to allow the larc procurement to be conducted as a total small business set aside. The recom v procurement was solicited as a multiple-award indefinite delivery, indefinite quantity (IDIQ) effort with a 5-year period of performance. The government intended to award up to four (4) contracts as a result of the solicitation however, reserved the right to award more or less for offeror(s) determined by the SSA to represent the best value to the government. Delivery orders issued against awarded contracts will be awarded on a firm-fixed price (FFP) or cost-plus-fixed fee (cpff) basis. The government will order through the issuance of delivery orders a minimum quantity of work of $25,000 per contract under this contract. The total maximum cumulative value of the indefinite delivery/indefinite quantity (IDIQ) contracts is $9.5M.
