About this vehicle
FEMA's Federal Emergency Management Agency Support Services Section awarded a Master IDIQ for Public Assistance Technical Assistance Contracts IV on December 16, 2017, with a shared ceiling of $731 million, but ordering closed on February 5, 2024. The vehicle is no longer accepting new task orders.
The contract provides professional and nonprofessional Advisory and Assistance Services to support FEMA's Public Assistance Program, covering debris removal, emergency protective measures, repair and restoration of disaster-damaged publicly owned facilities, and hazard mitigation measures during recovery. This is a follow-on to Public Assistance Technical Assistance Contracts III (awarded February 27, 2012).
Ordering momentum has declined sharply since the vehicle closed. Task orders averaged 19–29 per year from 2020 through 2022 but dropped to 17 in 2023 and only 4 in 2024 (through January 7). The vehicle has obligated $1.26 billion against a combined task-order potential value of $1.32 billion (96% obligated), indicating the vehicle is substantially exhausted.
Competition is highly concentrated among four prime contractors. Ch2M Hill–CDM PA-Tac Recovery Services dominates with 55 orders worth $652.9 million in combined potential value, followed by Serco Inc. (46 orders, $299.8 million), Fluor Federal Services Inc. (18 orders, $232.6 million), and Fluor Enterprises, Inc. (25 orders, $131.7 million). These four firms hold 100% of awarded orders.
All 144 task orders across the vehicle carry unrestricted (no set-aside) designations. Roughly 99% of orders fund FEMA's Federal Emergency Management Agency directly (117 orders, $1.25 billion), with the remainder split among FEMA Headquarters Office of the Chief Procurement Officer, FEMA Support Services Section, FEMA Community Survivor Assistance Section, and FEMA Region 6.
Task orders are structured as time-and-materials or hybrid time-and-materials/cost-reimbursement arrangements supporting individual disaster declarations. Recent orders cluster in the $2–20 million range, though several large regional consolidation orders exceed $30 million. Notable mega-orders include support for Puerto Rico and USVI disasters ($19.8 million), Hurricane Ida recovery in Louisiana ($20.3 million), and multiple New York/New Jersey disaster declarations ($10.3 million). Work is distributed across FEMA regions nationwide and in US territories.
Description
FEMA PA Program has a requirement for professional and nonprofessional services in an Advisory and Assistance Services capacity. The current capabilities of the PA Program are (but not limited) to provide Federal disaster grant assistance for debris removal, emergency protective measures, and the repair, replacement, and/or restoration of disaster-damaged, publicly owned facilities and the facilities of certain PNP organizations. The PA Program also encourages protection of these damaged facilities from future events by providing assistance for hazard mitigation measures during the recovery process. This is a follow-on requirement for the Recovery Directorate, Public Assistance (PA) Division Technical Assistance Contracts (TAC) III.
