About this vehicle
The Department of the Army Acquisition Support Center PEO Command Control Communications-Tactical established a Master IDIQ on March 21, 2016, to procure Generation 2 Manpack Radio receiver/transmitters and related ancillary equipment, technical documentation, field service representative support, and training services for full rate production of handheld, manpack, and small form fit radios across ground, airborne, and maritime domains. Ordering closed on March 20, 2026, making this vehicle no longer available for new task orders.
The vehicle has executed 33 task orders totaling $3.13 billion in combined potential value, with $2.35 billion (75 percent) obligated as of the most recent activity in September 2025. Ordering momentum remained steady through its lifecycle, averaging 2 orders annually from 2021 through 2024 before accelerating to 4 orders in 2025. Recent task orders reflect a mix of full rate production procurements, fielding and field service representative support, and technical documentation deliverables, with completion dates extending into 2031.
Competition concentrates heavily among two primes. L3Harris Technologies, Inc., holds 17 orders valued at $1.62 billion in combined potential value, while Rockwell Collins, Inc., holds 14 orders valued at $1.49 billion. General Dynamics Mission Systems, Inc., captured 2 orders totaling $22.2 million. These three firms account for 100 percent of awarded task orders. All 33 task orders carry no set-aside designation, indicating unrestricted competitive awards among qualified sources.
Customer concentration centers on Army programs, with the originating PEO procuring 29 orders valued at $2.58 billion. The United States Marine Corps placed 2 orders for $57.9 million, while the Department of the Army placed 1 order for $420.1 million and Army Materiel Command placed 1 order for $63.8 million. Task orders reflect pricing on a firm fixed price basis. Individual order ceilings have ranged from under $1 million for fielding services to over $420 million for full rate production procurements, with several multi-year production orders extending through 2027 and 2028.
Description
Manpack Radios for the Full Rate Production (FRP) phase of the program. Manpack Radios will enable communications through seamless, high speed and digital information exchange across both vertical and horizontal hierarchies within the battlespace that supports ground, airborne and maritime domains. The Manpack Radio will support all domains for dismounted and mounted communications as a multi-functional communications platform. The Manpack Radio will provide two independent, multi-waveform channels as a software defined radio with an embedded Selective Availability Anti Spoofing Module (SAASM) to enable radios to transmit their locations to external host applications.
