About this vehicle
The Office of Naval Research established this Master IDIQ on December 13, 2018, to provide the Naval Research Laboratory with systems engineering, combat systems analysis, electronic warfare, and modeling and simulation support across five task areas including systems engineering for M&S testbeds, computer modeling and simulation, federation infrastructure, ES systems engineering, and ES systems technical support. Ordering closed on December 11, 2023, making this vehicle inactive for new task orders as of that date.
The vehicle carried a shared ceiling of $48.4 million against which nine task orders were awarded over its life. As of the most recent data, task orders have obligated $110.6 million of a combined potential value of $122.3 million (90% obligated), indicating the vehicle has been heavily drawn down. Ordering velocity peaked in 2023 with three awards, following two awards each in 2019 and 2020, and single awards in 2018 and 2022. The most recent task order was awarded October 26, 2023.
All nine task orders funded the Department of the Navy Office of Naval Research; no other customer agencies placed orders under this vehicle. Three primes captured the entire award portfolio: R&M Technology Solutions, LLC received four orders totaling $48.4 million in combined potential value, Cutlass Systems Engineering LLC received three orders worth $41.6 million, and Technology Service Corp received two orders worth $32.2 million. No single firm dominates decisively; the top two hold roughly 73% of combined potential value.
About two-thirds of task orders (six of nine) carried no set-aside; the remaining third were designated Total Small Business. All awarded task orders were cost-plus-fixed-fee labor contracts supporting model development, simulation infrastructure, shipboard system engineering, and testbed support. Representative recent orders ranged from $5.6 million to $19.1 million in ceiling value, with durations typically two to three years. Most recent completions are scheduled through mid-2025, meaning performance under the most mature orders continues through 2026 despite the order deadline's passage.
Description
This IDIQ provides The Naval Research Laboratory (NRL) assistance in a variety of disciplines related to Electronic Warfare (EW) and computer modeling and simulation (M & S) applications. The areas of interest include systems engineering, combat systems analysis, Electronic Attack (EA) and Electronic Support (ES) systems performance, EW tactics development, test and evaluation (T & E) and computer modeling and simulation. The scope of this IDIQ covers a broad range of R & D, which is categorized into the following five task areas: Task Area 1 Systems Engineering for Modeling and Simulation Testbed, Task Area 2 Computer Modeling and Simulation, Task Area 3 Federation Infrastructure, Task Area 4 Systems Engineering for ES Systems, Task Area 5 ES Systems Technical Support.
