About this vehicle
This Master IDIQ, awarded by the Department of the Navy Bureau of Medicine and Surgery on February 17, 2017, contracted dental staffing services across military treatment facilities in the Western Region of the United States; ordering closed on June 17, 2022, and the vehicle is no longer active.
The IDIQ is obsolete for new pursuit. All 31 task orders were awarded in a single batch on June 18, 2017, and no orders have been issued since. The vehicle's ordering period ended over four years ago, foreclosing any opportunity to bid on new work or task orders under this contract family.
Work contracted under the vehicle consisted of labor-band staffing across five occupational roles: Dental Hygienist, Dental Assistant, General Dentist, Dental Laboratory Technician, and Dental Subspecialist. Performance occurred at Naval Medical Center San Diego, Naval Hospital Camp Pendleton, Naval Hospital Lemoore, Naval Hospital Twentynine Palms, Naval Hospital Bremerton, Naval Hospital Oak Harbor, Naval Hospital Hawaii, and associated branch clinics. Task orders ranged widely in scope and value; the largest by combined potential value was a dental hygienist and assistant order at $6.04 million ceiling, while smaller orders for individual occupational roles ranged from roughly $220,000 to $950,000 in ceiling value.
Competition was concentrated among six primes. Dental Power International, Inc. and Defense Health Solutions, LLC dominated, collectively holding 18 of 31 orders and $35.3 million of the $52.8 million combined potential value—roughly 67% of the total. Medforce Government Solutions, Inc., AA Dental Staffing, Inc., and Southern Crescent Personnel, Inc. captured the remainder, with a small long tail. All 31 orders funded the Navy Bureau of Medicine and Surgery exclusively; there was no customer diversification.
The vehicle was unrestricted overall, though 26% of orders (8 of 31) were designated as Total Small Business set-asides. The remaining 74% competed without set-aside restrictions. Of the $52.8 million combined potential value, $29.5 million (56%) had been obligated at vehicle close, leaving approximately $23.3 million in unexercised ceiling.
