About this vehicle

The United States Marine Corps established this Master IDIQ on March 20, 2019, to provide standardized Marine Air-Ground Task Force (MAGTF) training systems support, including collective and individual training delivery through simulation-based capabilities and leveraged acquisition programs of record. The vehicle carries a $245 million shared ceiling and ordering authority extends through March 20, 2029, leaving approximately 2 years and 8 months to place new orders.

Activity on the vehicle has stalled significantly. The Marine Corps awarded 10 task orders at vehicle inception in March 2019 and 2 additional orders in 2020; no awards have been issued since November 2020—a gap of nearly 5.5 years. Combined task-order potential value totals $90.2 million against the vehicle ceiling, with $82.5 million obligated (92% of combined potential), indicating the vehicle is heavily committed relative to the modest pool of work actually contracted.

The prime contractor base is highly concentrated. Valiant Global Defense Services Inc. dominates with 4 orders worth $62.6 million in combined potential value, capturing roughly 69% of all contracted work. Corps Solutions LLC and Calibre Systems Inc. hold 2 orders each, worth $18.8 million and $8.8 million respectively. Two additional primes, Solutions Through Innovative Technologies Inc. and American Systems Corporation, each hold single orders valued at five hundred dollars—minimum-order-quantity holdings placed at vehicle inception. All 12 task orders are unrestricted competitive awards; no set-asides have been used.

All orders fund Marine Corps programs exclusively. Awarded orders range from five hundred dollars (minimum quantity holdings) to $25.9 million ceiling value. The largest substantive orders—delivery orders for MAGTF Systems Training Program (MSTP) training and education services—were issued in 2019 and 2020 with firm fixed pricing and ultimate completion dates between 2019 and 2022. The absence of task-order activity for over five years, combined with 92% obligation against combined potential, suggests the vehicle may be winding down or that the Marine Corps has shifted training procurement to other vehicles or mechanisms.

Description

The Marine Air-Ground Task Force (MAGTF) Training Systems Support (MTSS) effort provides standardized training to operate as a MAGTF in current and future environments by supporting, for example, standardized service level training. Innovative technologies and existing acquisition programs of record that support the training and education of the total force are leveraged to increase skill levels and confidence of individuals and units through repetitive and realistic training, using modern simulations-based capabilities for colelctive and individual training.
