This acquisition is a procurement of the contract for maintenance and repair of asphalt and concrete curbs, sidewalks, pads, and structures to support Joint Base McGuire-Dix-Lakehurst (JB MDL) and its tenant units. The Contractor shall provide all plant, supervision, management, quality control, labor, tools, equipment, appliances and materials to perform all work necessary to repair and maintain base asphalt, curbs, sidewalks, and pads. Projects will include a variety of tasks completed on an as-required basis, including but not limited to new repairs and maintenance of asphalt surfaces and base courses, topsoil, and vegetation, provision of survey/layout and optical/mechanical grade control services, curbs, sidewalks, and pads. All work performed as part of this contract shall be completed in strict accordance with the specifications and drawings, subject to the terms and conditions of the contract.The above general description of work does not in any way limit the responsibility of the Contractor to provide all personnel, equipment, tools, materials, supervision and other items necessary to complete each individual delivery order. The base period of performance is estimated to be 9 Sep 2014 to 8 Sep 2015. The solicitation will be issued as a small business (SB) set-aside. The Government is contemplating the award of a firm-fixed price (FFP), indefinite delivery indefinite quantity (IDIQ) contract. This is a multiple award construction contract (MACC) for which the Government anticipates awarding three contracts. The magnitude of this construction is more than $10 million for each of the three contracts. Award of a FFP contract from this solicitation will be made on the basis of Best Value to the Government using price and past performance as evaluation factors with past performance being more important than price. The Government reserves the right to award a contract other than the lowest price offeror. The North American Industry Classification System (NAICS) code for this procurement is 237310 with a size standard of $33.5 million.A site visit will be scheduled at a later date. The date will be provided once the solicitation is issued.All relevant solicitation documents including specifications and drawings will be made available for download exclusively from the internet by accessing the FedBizOpps website at http://www.fbo.gov. Paper copies WILL NOT be available. Once the solicitation is posted, it is incumbent upon the interested parties to review this site frequently for any updates/amendments to any and all documents; and verifying the number of amendments issued prior to the due date for proposals. All responsible SBs may submit a proposal, which shall be considered by the agency. All potential sources must obtain a DUNS number and register on the System for Award Management (SAM) website at http://www.sam.gov in order to transact business with the Department of Defense (DoD). Failure to obtain a DUNS number and register in SAM may result in the delay of award of a contract or possible award to the next otherwise successful offeror who already meets these criteria at the time of award. A solicitation will be issued on or about 14 May 2014. The closing date and time of submission of offers will be contained within the solicitation package. No response to this notice is necessary and no Source List will be maintained.This notice does not obligate the Government to award a contract nor does it obligate the Government to pay any bid/proposal preparation costs.

The NAICS Code is 237310 and Small Business Size Standard is $33.5 Million.B. This acquisition is set-aside 100% for Small Business. The Government anticipates award of approximately three (3) Small Business contracts. C. Contract performance period is scheduled for a Base Year plus four (4) one-year Option Periods.D. The Guaranteed minimum amount over the life of the contract is $500.00. The Guaranteed minimum will be satisfied when a contractor is awarded a Task Order at the time of initial contract award.E. The total aggregate maximum amount expendable under all MATOC contracts awarded shall not exceed $82,884,468.75 and each contract shall not exceed $27,628,156.25 for base and all option years.F. This is a Sources Sought for maintenance and repair of asphalt and concrete curbs, sidewalks, pads, and structures to support Joint Base McGuire-Dix-Lakehurst (JB MDL) and its tenant units. The purpose of this Sources Sought is to determine if a set-aside exists to fulfill this requirement. Work will be on an as required basis. Any resultant contracts will be issued for a five year contract (one base year with four, one-year option periods). This is not a solicitation, nor does it guarantee a solicitation will be issued. This is a request to determine whether or not any socio-economic business concerns are capable of providing this requirement. Projects will include a variety of tasks completed on an as-required basis, including but not limited to new repairs and maintenance of asphalt surfaces and base courses, topsoil, and vegetation, provision of survey/layout and optical/mechanical grade control services, curbs, sidewalks, and pads. The above general description of work does not in any way limit the responsibility of the Contractor to perform all work, plant, supervision, management, quality control, labor, tools, equipment, appliances and material and performance in strict accordance with the specifications, drawings, and subject terms and conditions of each delivery order and the main contract.
