About this vehicle
The Department of the Air Force Air Mobility Command awarded a multiple-award Master IDIQ for international charter airlift services in support of the Civil Reserve Air Fleet on September 24, 2018, with ordering closed September 29, 2020—this vehicle is no longer available for new task orders. Since the ordering window closed nearly six years ago, pursuit is not viable; however, the portfolio demonstrates active execution of awarded obligations through September 2024 and beyond, with 6,733 task orders totaling $9.91 billion in combined potential value, of which $9.9 billion is obligated.
Contractors provide passenger and cargo airlift services using Part 121–certified aircraft, including aircraft commitment to the CRAF program, personnel, training, supervision, equipment, facilities, and all services necessary to conduct long-range and short-range international airlift during peacetime and both international and domestic airlift during CRAF activation. Patriot Team and Federal Express Corporation dominate the vehicle: Patriot Team holds 3,091 orders valued at $4.72 billion (approximately 48% of combined potential value), and Federal Express Corporation holds 2,467 orders valued at $4.03 billion (approximately 41% of combined potential value). National Air Cargo Group, Inc. ranks third with 869 orders at $953 million. Twelve primes are awarded overall, with the remainder holding comparatively small positions.
The Department of the Air Force Air Mobility Command is the sole customer, placing all 6,733 orders. No set-aside designations apply; all orders are unrestricted competitive. Task orders show substantial variability in value, ranging from roughly $220,000 to $5.17 billion, with pricing structures split between firm fixed price and fixed price with economic price adjustment. Most recent orders through September 2024 completed performance by September 30, 2024, though at least one delivery order (HTC71118DCC39-HTC71124F3188) extends to September 30, 2026. The portfolio averaged 1,082 orders per year from 2020 through 2024, with volume declining to 865 orders in 2024.
