About this vehicle
Naval Air Systems Command's Naval Air Warfare Center established this Master IDIQ on June 26, 2019, to provide research, development, testing, evaluation, technical assistance, and systems engineering in support of Intelligence, Surveillance, Reconnaissance, and Targeting (ISR&T) systems for Department of Defense agencies and programs. Ordering closed on June 25, 2024 — the vehicle is no longer active for new task-order placement.
The vehicle has obligated $48.2 million of its $49.8 million combined potential value (97% committed). Activity has declined materially in recent years: the vehicle averaged five orders annually in 2020 but fell to one order in both 2023 and 2024, with the final award issued on May 17, 2024. The preceding predecessor vehicle, N6893614D0001/D0002, held a five-year ordering period with a shared ceiling of $42.3 million and was awarded as a small-business set-aside; this follow-on solicitation was opened to full and open competition via amendment mid-procurement.
Task orders span evaluation and analysis of alternatives, initial engineering design, prototype system development, and test and evaluation for IMINT, COMINT, SIGINT, and MASINT systems. Work supports operational deployment activities alongside research and demonstration, with recent orders addressing fleet support, anti-submarine warfare systems, modular open systems architecture capabilities, and common geopositioning services. All task orders are Cost Plus Fixed Fee.
Competition is heavily concentrated: KBR Wyle Services, LLC holds 12 of 19 awards totaling $35.1 million combined potential value (70% of the vehicle), while Epsilon Systems Solutions, Inc. holds 4 orders worth $14.3 million (29%). Toyon Research Corporation and Booz Allen Hamilton Inc. hold the remaining awards. All task orders fund the same customer — Naval Air Warfare Center — making this a single-agency vehicle with no competitive breadth across federal customers.
Task-order values range from $2.5 thousand to $5.3 million, with most orders falling in the low-single-digit millions. Typical durations run one to two years, with most orders completed within 12 to 24 months of award. Work is performed at Naval Air Warfare Center locations.
Description
The Mission Engineering Division in the Mission Engineering and Analysis Department of the Naval Air Systems Command (NAVAIR), Naval Air Warfare Center Weapons Division (NAWCWD) supports Department of Defense (DOD) Agencies and Programs by providing research, development, testing and evaluation (RDTE), technical assistance and systems engineering in the development, testing, and fielding of future Intelligence, Surveillance, Reconnaissance, and Targeting (ISR & T) systems. The range of support provided extends from evaluation and analysis of alternatives (AoAs) and initial engineering design, to operational deployment of systems that provide image intelligence (IMINT), communications intelligence (COMINT), signal intelligence (SIGINT), and/or measurement and signature intelligence (MASINT) capabilities and services to the war fighter. The Division serves as a focal point for defining system requirements, system design and integration plans, prototype systems development, and testing and evaluation (T & E) for Programs and/or Agencies that field systems or components that support or derive ISR & T products. Multiple Indefinite Delivery Indefinite Quantity (IDIQ) contracts have been awarded to fulfill this requirement
