About this vehicle
The Department of Housing and Urban Development established this Master IDIQ for field reviews of appraisals of 1-4 unit family properties on August 1, 2015, with ordering authority that closed on September 29, 2020 — this vehicle is no longer active and cannot support new task orders. The IDIQ covered seven geographic subcategories spanning Tampa, Los Angeles County, Miami, Nevada, Denver, Orlando, and Baltimore, with administrative oversight at the Denver Homeownership Center.
Ordering momentum was steady throughout the vehicle's life: the contractor issued 34 task orders across 2015–2019 at a rate of 6–7 orders per year, with the final award on September 30, 2019. Combined potential value across all task orders totaled $187 thousand, with $167 thousand obligated (89% utilization). Individual task-order values ranged from $450 to approximately $12,200, with most orders in the $4,000–$9,000 range and firm fixed-price pricing.
Statewide Appraisal Service Inc. captured the largest share, holding 10 orders worth $86 thousand combined potential value. Leon Napper, The Urban Group Inc., The Appraisal Connection, and Cunningham Appraisal Services Inc. split the remainder, each with 4–5 orders. The top five primes accounted for 88–92% of activity by order count and combined value, indicating moderate concentration among established appraisal service providers. Four of 34 orders (12%) carried small-business set-asides; the remaining 30 were unrestricted. HUD's Office of Single Family Housing placed 32 of 34 orders, generating $178 thousand in combined potential value; the Office of Multi Family Housing placed the remaining 2 orders worth $9 thousand.
This vehicle is closed to new ordering and represents historical activity only.
