About this vehicle

This Master IDIQ, established by the National Geospatial Intelligence Agency on June 26, 2019, is closed to new task orders as of June 25, 2024—ordering under the vehicle ended over two years ago and no new work can be pursued. The vehicle contracts horizontal construction services, including design-build and design-bid-build projects for border infrastructure, patrol roads, drainage improvements, levee walls, fencing, and gates, primarily supporting DHS Border Patrol Sectors within the U.S. Army Corps of Engineers Southwestern and South Pacific Divisions, though work also supports broader USACE civil works and military construction programs.

The vehicle has issued only 10 task orders since its establishment in 2019, with ordering momentum concentrated in the first two years: 6 orders in 2019, 3 in 2020, and 1 in 2022. The last task order was awarded March 14, 2022. Combined potential value across the vehicle stands at $113.6 million, with $93.1 million (82 percent) already obligated, leaving minimal uncommitted capacity.

LGC Global, Inc. dominates the awardee base with four orders totaling $92.1 million in combined potential value—approximately 81 percent of the entire vehicle's value. Fisher Sand & Gravel Co holds two orders worth $21.5 million. Four additional primes each hold single orders with negligible combined value ($2 thousand to $2 thousand). Customer activity is concentrated with the Army Corps of Engineers Fort Worth District placing 5 orders ($65.9 million combined potential value), followed by the Department of Army with 2 orders ($47.8 million), and National Geospatial Intelligence Agency with 3 orders ($6 thousand). All 10 task orders carry unrestricted set-asides.

Recent delivery orders executed under the vehicle include the Charlie Pump Station project to Fisher Sand & Gravel Co (obligated $65.4 million, delivery order ceiling $65.4 million, completion targeted March 2, 2026), and the Laredo South Design-Build Border Infrastructure Project to Fisher Sand & Gravel Co (obligated $6.2 million against a ceiling of $21.5 million). Most task orders executed between 2019 and 2020 have completed or de-obligated excess funds. With the ordering deadline closed and minimal available capacity, this vehicle offers no active pursuit opportunities.

Description

Construction services required include a wide variety of Design-Build and/or Design-Bid-Build (DBB) horizontal construction activities to include new construction, maintenance, repairs and alterations activities such as fence, wall, patrol roads, access roads, lights, gates for access to border monuments, maintenance, and for Border Patrol operational use, drainage improvements, levee walls, and other miscellaneous improvements, repairs, and alterations. Although these MATOCs are primarily intended to support DHS Border Patrol Sectors, they may also be used in support of other USACE programs within the boundaries of SWD and SPD such as civil works, military construction, and IIS support.
