About this vehicle
The Department of State Bureau of Overseas Building Operations awarded this Master IDIQ on June 17, 2010, for furniture installation services at overseas facilities, including packing, installation, warehouse operations, and freight inspection; ordering closed on December 16, 2015, and no new task orders may be placed against the vehicle.
This vehicle is expired and no longer active. The most recent task order was awarded on May 2, 2016, nearly a decade ago. All 39 task orders issued under the IDIQ have been obligated in full; the combined potential value of $1.4 million has been completely spent. Peak ordering activity occurred in 2015 with 13 orders, followed by a sharp decline to one order in 2016 before the vehicle closed to new issuances.
Work contracted centers on system furniture installation and layout changes, office furniture installation, furniture modification, and warehouse operations at Department of State posts worldwide. Task orders explicitly name locations including Baghdad, Brasília, Lima, London, Harare, Tel Aviv, Riyadh, New Delhi, Colombo, Ulaanbaatar, and Monrovia, reflecting the overseas scope of the master contract.
Competition under the vehicle was highly concentrated. J M Carr And Company Inc. captured 26 of 39 task orders (67%) and $1 million of the $1.4 million combined potential value. Flynn Consulting LLC held the remainder with 12 orders and $433 thousand. One additional awardee received a single order with zero obligated value. The set-aside mix reflected a small-business emphasis: 30 of 39 orders (77%) were designated Total Small Business, with 9 orders (23%) competed as unrestricted.
Customer concentration within the Department of State was significant. The Bureau of Overseas Building Operations itself placed 14 orders (36% of task-order count) worth $744 thousand. The remaining orders distributed across five regional State Department bureaus—European and Eurasian Affairs, African Affairs, Near Eastern Affairs, and South and Central Asian Affairs—alongside seven additional federal agencies, though task orders to those other agencies represented a minor portion of overall activity.
Task-order values ranged from under $7 thousand to approximately $221 thousand, with most orders falling in the $7 thousand to $105 thousand range. All pricing was Firm Fixed Price. This vehicle is suitable only for historical reference or competitive intelligence; no BD pursuit is warranted.
