About this vehicle
The Department of the Navy Naval Supply Systems Command awarded a Master IDIQ on April 1, 2010 for accounting and financial management services supporting the Department of Navy Financial Improvement Program Stage II and III, with ordering closed as of October 31, 2018. This vehicle is no longer active; the ordering period ended over seven years ago, and the most recent task order was awarded in April 2017.
The vehicle contracted financial management and accounting operations, internal control management, audit readiness support, and Financial Improvement Program implementation efforts at Department of Navy installations and stations worldwide, including Defense Finance and Accounting Service (DFAS) office locations. Work was delivered under Cost Plus Fixed Fee and Firm Fixed Price pricing models.
Competition is concentrated among four primes. Booz Allen Hamilton Inc. holds 29 of 75 task orders with $397.4 million in combined potential value, and Accenture Federal Services LLC holds 26 orders with $287.3 million. KPMG LLP captured 11 orders for $159.2 million and 9 orders for $36.3 million, collectively controlling the third position. These three firms account for all 75 task orders awarded under the vehicle. All 75 task orders carried no set-aside designation, making this an unrestricted competitive vehicle.
Funding is highly concentrated within the Department of Navy. The Secretary of the Navy Assistant for Administration placed 57 of the 75 orders (97 percent of tracked activity), valued at $754.1 million in combined potential. Naval Supply Systems Command placed 11 orders worth $93.6 million, while Installations Command, Navy Reserve, and the broader Department of Navy accounted for the remainder.
The vehicle achieved $880.1 million in combined task-order potential value, with $749.2 million obligated by the final orders in 2017, representing 85 percent utilization. Task orders ranged from small engagements (orders under $1 million) to larger efforts exceeding $96 million in ceiling value. Representative recent awards included comprehensive financial audit readiness support ceilings of $123.2 million and $96.2 million. The shared ceiling across the Master IDIQ was $569.093 million.
