About this vehicle
The Department of the Navy Naval Air Systems Command established a Master IDIQ on June 8, 2017 for Unmanned Air System Intelligence, Surveillance, and Reconnaissance services, but ordering closed on June 5, 2022 and this vehicle is no longer available for new task orders. The contract carried a shared ceiling of $1.73 billion across all orders.
This vehicle is inactive and not suitable for pursuit. No new orders have been issued since July 31, 2020, four years before the ordering window closed. The vehicle's 32 task orders, awarded between June 2017 and July 2020, funded 24/7 ship-based and land-based ISR services worldwide, including planning, coordination, certification, installation, pre-deployment, deployment, logistics, maintenance, flying, and post-deployment operations. All work required contractor personnel to hold secret clearances.
Competition was heavily concentrated between two primes. Textron Systems Corporation and Insitu, Inc. split the work nearly evenly: Textron held 14 orders valued at $431.4 million combined potential value, while Insitu held 15 orders valued at $404.7 million. PAE ISR LLC and Academi Training Center LLC received two and one orders respectively, totaling $28.5 million combined. All 32 orders were unrestricted competitive awards with no set-aside designations. The sole customer was Naval Air Systems Command, which placed all 32 orders.
Task orders ranged from $100 thousand (Category 3 flight clearance certifications) to roughly $82 million (ISR land-based deployment support). Most operational orders fell in the $25 million to $67 million range and supported Operation Inherent Resolve (OIR) locations, United States Forces–Afghanistan (USFOR-A) sites, and ship-based deployments including USS Trenton follow-on support. Combined task-order potential value reached $864.6 million, with $779.4 million already obligated before the ordering window closed (90% utilization of combined potential value).
Description
Navy and Marine Corps Small Tactical Unmanned Air Systems Program Office has awarded a Master IDIQ for Unmanned Air System (UAS) Intelligence, Surveillance, and Reconnaissance (ISR) services. Tasks performed under this service contract will require contract operators to have a secret clearance and provide 24/7 ISR services, which require the contractor to conduct all planning, coordination, certification, installation, pre-deployment, deployment, logistics, maintenance, flying, and post-deployment efforts necessary to successfully conduct worldwide ship-based and/or land-based missions.
