About this vehicle
The Department of the Army Corps of Engineers awarded a Woman-Owned Small Business MATOC for civil and military construction in the Southwest Division on September 22, 2022, with ordering authority open through September 21, 2027 (14 months remaining). The vehicle carries a shared ceiling of $49 million and supports five awardees competing for task orders, predominantly for Military Sustainment Rehabilitation and Modernization projects at military installations in Oklahoma and north Texas, with secondary scope for interagency work and minor MILCON projects.
Five task orders totaling $33.2 million in combined potential value have been awarded since October 2022, with the pace accelerating—two orders in 2025 after one per year in 2022–2024. All potential value across the five orders has been obligated. The three awarded primes are Sheffield Construction, L.L.C. (two orders, $16.1 million combined potential value), Gideon Contracting, LIMITED Liability Company (one order, $9.2 million), and National Native American Construction, Inc. (two orders, $7.9 million). Sheffield holds roughly 48% of awarded volume by value. All five orders serve a single customer: the Department of the Army Corps of Engineers Engineering District Tulsa.
Task orders reflect design-build and design-bid-build vertical construction at Fort Sill, Oklahoma, with work ranging from HVAC and plumbing repairs to building renovations and life-safety system repairs. Individual order values range from $1.67 million to $10.46 million, with firm fixed-price terms and durations extending to late 2028. Three orders (60%) carry no set-aside designation; one is designated Total Small Business and one Woman-Owned Small Business, despite the vehicle's WOSB-only awardee pool.
Approximately $15.8 million of the $49 million shared ceiling remains unobligated, and two additional awardee slots remain unfilled from the original five planned. The vehicle has roughly one year of ordering authority before the September 2027 cutoff.
Description
The work is predominately supporting vertical construction projects associated with the Military Sustainment Rehabilitation and Modernization (SRM) program. That is the primary intended use of the contract. However, the scope will allow for projects supporting other programs with the Tulsa District mission such as Interagency support, and unspecified minor MILCON projects. Projects that are military funded but include horizontal construction, such as road repairs will be allowed.
