Task orders will be competed among contract holders. The anticipated solicitation release date is August 19, 2021, with proposals due around September 18, 2021.

The set-aside designation is for Woman-Owned Small Businesses. The North American Industry Classification code is 236220, with a small business size standard of $39.5 million. Each contract holder will be eligible to compete for task orders up to $49.5 million over the five-year period consisting of a three-year base and two one-year options. Firms must not subcontract more than 85% of the amount paid by the Government to non-similarly situated entities.

Women-Owned Small Business (WOSB) Multiple Award Task Order Contract (MATOC), Southwestern Division boundaries for Tulsa District

This is a PRE-SOLICITATION notice for a WOSB Design-Build MATOC to support the Southwestern Division Boundaries for the Tulsa District. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS SYNOPSIS.  No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests. 

The U.S. Army Corps of Engineers – Tulsa has been tasked to solicit for and award a $49.5M WOSB MATOC. 

Multiple Award Task Order Contract (MATOC) for use within the Southwestern Division (SWD) and/or the Tulsa District (SWT) boundaries of the United States Army Corps of Engineers (USACE) to be used for either civil and/or military construction projects. The primary area(s) of performance within the Tulsa District boundaries for this IDC contract are military installations in Oklahoma and north Texas, and USACE dams and recreation areas. Specific area(s) of performance will be identified at the time of individual task order award(s). Multiple awards will be made from this solicitation. The resultant MATOC will have up to 5 contract holders with a total contract value of $49,500,000. Task orders under this MATOC will be competed amongst the firms included in the MATOC pool. Construction projects associated with the proposed MATOC will be both designed bid build projects (DBB) and design build (DB) for evaluation.  

This contract will be used to predominately support vertical construction projects associated with the Military Sustainment Rehabilitation and Modernization (SRM) program. That is the primary intended use of the contract. However, the scope will allow for projects supporting other programs with the Tulsa District mission such as Interagency support, and unspecified minor MILCON projects. Projects that are military funded but include horizontal construction, such as road repairs will be allowed. The scope will not be suitable for large-scale civil non-routine maintenance projects such as repairs to hydraulic steel structures. However, civil works funded projects that are predominately vertical in nature or more routine horizonal work would be allowed within the scope.
 

The North American Industry Classification System code for this procurement is 236220, which has a small business size standard of $39.5M. 

The contract period of performance will be a three-year base and two option years.

Small Businesses are reminded under FAR 52.219-14, (Deviation 2019-O0003), Limitations on Subcontracting.  Firm will not pay more than 85% of the amount paid by the Government for contract performance, excluding the cost of materials, to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count toward the 85% subcontract amount that cannot be exceeded.

Anticipated solicitation issuance date is on or about August 19, 2021, and the estimated proposal due date will be on or about September 18, 2021.
