About this IDV

Trevet-Noreas JV LLC, a San Diego-based minority-owned small disadvantaged business joint venture, holds a $95 million single-award Indefinite Delivery Contract with the Naval Facilities Engineering Command (NAVFAC), a component of the Department of the Navy, awarded on September 28, 2023, and extending through September 27, 2028. This total small business set-aside contract provides a comprehensive procurement vehicle for environmental remediation and compliance services under the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) and the Resource Conservation and Recovery Act (RCRA) across Navy and Marine Corps facilities nationwide. The contract supports the Department of Defense's Defense Environmental Restoration Program (DERP), which encompasses the Installation Restoration Program (IRP) and Military Munitions Response Program (MMRP) to address environmental contamination and unexploded ordnance at active military installations, Formerly Used Defense Sites (FUDS), and Base Realignment and Closure (BRAC) locations. All delivery orders issued under this IDC are structured as firm fixed-price awards without additional set-aside designations, enabling NAVFAC to efficiently procure specialized environmental services while maintaining support for a disadvantaged business enterprise.

Through August 2025, Trevet-Noreas JV LLC has received over 40 firm fixed-price delivery orders totaling approximately $68 million under this IDC, demonstrating substantial and consistent utilization by NAVFAC. The scope of services delivered encompasses groundwater monitoring and reporting, remedial investigations and feasibility studies, long-term monitoring and operations and maintenance, contamination assessment and site characterization, per- and polyfluoroalkyl substances (PFAS) investigations and remedial actions, post-mishap assessment and response for aircraft incidents, vapor intrusion mitigation and indoor air monitoring, corrective action plan implementation, time-critical removal actions, site management planning and records management, land use control inspections and tracking, building demolition remedy technical support, pollution prevention plan updates, and environmental restoration program support. Delivery orders have been issued for work performed at numerous Navy and Marine Corps facilities throughout California and Arizona, including Naval Air Station North Island, Naval Air Weapons Station China Lake, Marine Corps Air Station Camp Pendleton, Naval Base Point Loma, Naval Weapons Station Seal Beach, Marine Corps Mountain Warfare Training Center, Alameda Point, and Marine Corps Logistics Base Barstow. The contractor frequently engages minority-owned and small business subcontractors, including Emax Laboratories Inc., Verdantas LLC, Professional Asbestos Removal Corporation, Eurofins Environment Testing Northern California LLC, and others, to provide specialized analytical laboratory services, data validation, design review, and technical support in executing complex environmental remediation and compliance obligations.
