The Naval Facilities Engineering Command awarded multiple indefinite delivery/indefinite quantity construction contracts under the Waterfront MACC IV program to provide new construction, repair, and renovation of waterfront facilities. Granite-Healy Tibbitts Joint Venture received a $5,000 minimum guarantee delivery order for work in San Diego, California through January 2026.
The original solicitation sought proposals for waterfront facility support at installations in six Western states. Evaluation criteria included technical approach, experience, past performance, safety, and price for a sample task order. The Navy intended to award three or more contracts with a collective maximum value of $750 million over five years. Scope of work involves piers, wharves, docks and other structures supporting Navy vessels and port operations. Performance will primarily be in Southern California through January 2026.
