This notice does NOT constitute a request for proposal, request for quote or invitation for bid.
The intent of this pre-solicitation synopsis is to make notice of a proposed contract action for a HUBZone Design-Build/Design-Bid-Build, Indefinite Delivery/Indefinite Quantity (IDIQ) Multiple Award Construction Contract (MACC) for General Construction Projects Primarily located in the Marine Corps Air Station (MCAS) Beaufort and Marine Corps Recruit Depot (MCRD) Parris Island Areas of Responsibility (AOR).
This solicitation has been approved by the NAVFAC Office of Small Business Programs and Small Business Administration (SBA) as a HUBZone set-aside. The appropriate Northern American Industry Classification System (NAICS) code for this procurement is 236220 – Commercial and Institutional Building Construction and the Small Business Size Standard is $39,500,000. This will be a source selection procurement requiring both non-price (technical and past performance) and price proposals, and will utilize the best value tradeoff continuum at FAR 15.101-1. The basis for evaluation and evaluation factors for award will be included in the solicitation.
PROJECT DESCRIPTION: Construction projects to be performed under this MACC will require the ability to manage multiple task orders concurrently across the MCAS Beaufort and MCRD Parris Island AOR. This MACC will encompass a wide range of design-build and design-bid-build projects that include, but are not limited to, demolition, repair, replacement, modification, new construction, and renovation of buildings, systems and infrastructure for various facilities. Primarily this contract will support sustainment, maintenance and minor construction programs that typically include demolition, repair, replacement, renovations, supporting infrastructure, and minor new construction. Types of project may include, but are not limited to building envelope (windows, doors, exterior walls, and roofs), comprehensive fire protection, plumbing, mechanical, and electrical renovations, elevators repairs/replacement, waterfront repairs, tanks repair/replacement, etc. Types of facilities may include, but are not limited to, administrative, industrial, warehouses, hangars, maintenance, communications, schools/training/education, personnel support, recreational, food services, lodging, medical, training areas/ranges, roads, parking lots, etc. The Contractor shall provide all labor, supervision, engineering, design, materials, equipment, tools, parts, supplies, and transportation, to perform all of the services described in the plans and specifications for each task order. Work may be required in other areas in the area of responsibility of NAVFAC Mid-Atlantic if deemed necessary.
The Government intends to award no more than five (5) contracts resulting from this solicitation to the responsible Offerors whose proposals represent the best value after evaluation in accordance with the factors in the solicitation. This solicitation will result in a competitively negotiated firm fixed-price IDIQ MACC. The aggregate value of all contracts awarded from any resultant solicitation is anticipated to be $120,000,000 over the base year and four option periods combined, not to exceed 60 months. Task orders will be firm fixed-priced, normally in the range of $150,000 to $5,000,000 per order. However, task orders under or over these amounts may be considered if deemed to be in the Government’s best interest and approved by the Contracting Officer. The Government guarantees an award of $5,000 to each successful Offeror over the full term of the contract, including option years.
The initial project (‘seed project’) that will be awarded as the first task order concurrently with the basic contract is Aviation Armaments Facility Building 1130 Repairs at MCAS Beaufort. The repair project scope of work includes complete restroom/locker room repairs, complete repair of office areas, HVAC replacement and new HVAC for shops space, repair/replace damaged hollow metal doors and frames, repair/replace leaking large gable louver, remove skylights and insulate metal roof, replace existing nonaddressable fire alarm system with addressable/mass notification type and replace or add security protection to seven windows. This project will also enclose and condition the existing high bay to provide for the testing of missile launcher systems, provide ADA restroom and lactation room, and replace septic system drain field.
In accordance with FAR 36.204, the magnitude of construction for the seed project is between $1,000,000 and $5,000,000.
The Request for Proposal (RFP) will be issued on or about 2 May 2022. All documents will be in Adobe PDF file format and downloadable from the PIEE and Sam.gov websites. The Naval Facilities Engineering Command, Mid-Atlantic is seeking eligible Small Businesses, HUBZone Small Businesses, Small Disadvantaged Businesses, Service-Disabled Veteran-Owned Small Businesses, and Women-Owned Small Businesses capable of performing new construction, renovation, alteration, and repair projects for a Design-Build (DB)/Design-Bid-Build (DBB), Indefinite Delivery/Indefinite Quantity (IDIQ) Multiple Award Construction Contract (MACC) to serve United States Marine Corps facilities located at MCAS Beaufort, Parris Island, and Naval Hospital Beaufort.
This contract(s) will require the ability to manage multiple task orders concurrently.
This MACC will encompass a wide range of DB and DBB projects that include, but are not limited to, new construction, demolition, repair, alteration, and renovation of buildings, systems and infrastructure and may include civil, structural, mechanical, electrical, fire protection, and communication systems. Types of facilities include administrative, industrial, maintenance, warehouses, hangars, communications, personnel support, recreation, lodging, dormitory, medical, roads, etc. The selected contractor(s) will be responsible for all labor, supervision, engineering, design, materials, equipment, tools, parts, supplies, and transportation to perform all of the services described in the drawings and specifications provided for each individual project. No more than five (5) contracts will be awarded as a result of this potential solicitation. The duration of the contract(s) will be for one (1) year from the date of contract award with four (4) one-year option periods. The total five-year (base and four one-year options) estimated construction cost for all contracts will not exceed $120,000,000.00 for the life of the contract. Projects awarded on this MACC will have an estimated construction cost of approximately $5,000.00 to $5,000,000.00; however, smaller and larger dollar value projects may be considered.
The appropriate Northern American Industry Classification System (NAICS) code for the majority of projects under this MACC is 236220 – Commercial and Institutional Building Construction, and the Small Business Size Standard is $39,500,000. The contract(s) will include FAR clause 52.219-14 Limitations on Subcontracting, which states that “The concern will perform at least 15 percent of the cost of the contract, not including the cost of materials, with its own employees.”
It is requested that interested small businesses submit to the Contracting Officer a capabilities statement package, to include the NAVFAC Sources Sought Questionnaires and Excel matrix provided as attachments to this notice in order to demonstrate the ability to perform the services described.
The Sources Sought Project Information Form and Sources Sought Project Matrix shall be used to document a minimum of three (3) and a maximum of five (5) relevant construction projects completed in the past five (5) years that best demonstrate your experience on projects that are similar in size, scope and complexity to the projects proposed for this MACC.
A relevant project is further defined as:
Size: A final construction cost of $150,000 or greater. At least one (1) project must have a final construction cost of $1,000,000 or greater.
Scope/Complexity: New construction, renovation, alteration and repair projects.
Additionally, submitted relevant projects shall demonstrate the following characteristics:
a) Experience as the prime contractor on submitted projects. Subcontractor experience will not be considered.
b) Experience with both new construction (at least one project) and renovation (at least one project)
c) Experience with design-build (at least one project)
Ensure that the project description clearly identifies whether or not the project is new construction, provides the final construction cost, and address how the project meets the scope/complexity.
Please note that if you are responding as an 8(a) Mentor-Protégé, you must indicate the percentage of work to be performed by the protégé. A copy of the SBA letter stating that your 8(a) Mentor-Protégé agreement has been approved would be required with your proposal, if requested.
This notice is a market research tool being used to determine the availability and adequacy of potential small business sources prior to determining the method of acquisition and ultimate issuance of an award. Upon review of industry response to this sources sought notice, the Government will determine whether set-aside procurement in lieu of full and open competition is in the Government’s best interest. Large Business submittals will not be considered. The Government is not obligated to and will not pay for any information received from potential sources as a result of this notice.
The information provided in this notice is subject to change and in no way binds the Government to solicit for or award a contract. The Government will not provide debriefs on the results of this research, but feedback regarding the decision to set aside or not set aside the procurement will be accomplished via pre-solicitation synopsis or solicitation for these services as applicable.
