On or about 29 April 2014 , Naval Facilities Engineering Command MidWest (NAVFAC MW) , Great Lakes, IL intends to issue a Request for Proposal (RFP) under solicitation number N40083-14-R-3212 for an Indefinite Delivery Indefinite Quantity Design Build Multiple Award Construction Contract (IDIQ DB MACC) for construction services at Naval Station, Great Lakes, Illinois and Department of Defense facilities within a 450 mile radius of Naval Station, Great Lakes, IL. The closing date for receipt of proposals will be indicated in the solicitation. The RFP will be open for submission of proposals by interested firms with specialized experience and qualifications required by this contract utilizing the two-phase design-build selection procedures outlined in FAR 36.3. The North American Industry Classification System (NAICS) for this requirement is 236220, Commercial and Institutional Building Construction with a Size Standard of $33,500,000. Task Orders will be Firm Fixed Price (FFP) and are estimated to be within the range of $200,000 and $3,500,000. The contract term will be for a six month base period and four option periods of 12 months each.The Government anticipates awarding a maximum of six IDIQ contracts under the DB MACC. The work includes new construction, renovation, alteration, repair, and design/build capability for Naval Station, Great Lakes, Illinois and Department of Defense facilities within a 450 mile radius of Naval Station, Great Lakes. The maximum value of all of the orders that may be placed during all of the ordering periods under all of the contracts awarded is $50,000,000. The minimum guaranteed amount is $5,000 to each contractor. Only the base period of the contract will offer a minimum guarantee.The solicitation will utilize source selection procedures in accordance with FAR part 15, (Best Value/Tradeoff process), and an award will be made to the offerors whose price and technical proposal provides the best value to the Government using the trade-off approach. Phase I of the source selection process will be the evaluation of Technical Approach, Experience, Past Performance, and Safety for projects relating to the contract requirements for new construction, renovation, alteration, maintenance, repair work, and design capability. A maximum of eight offerors selected in Phase I will be allowed to proceed into Phase II. Selected Phase I offerors will be invited to attend the Pre-Proposal Conference and Site Visit for a seed project requirement prior to the Phase II RFP due date. Offerors participating in the Pre-Proposal Conference and Site Visit will NOT be compensated for expenses related to their participation (i.e., lodging, travel/transportation, etc.). In Phase II, the successful Phase I offerors will be required to submit separate technical and price proposals for the seed project as outlined in the RFP. The Phase II technical proposal will require the preparation of a Technical Solution and address Energy and Sustainable Design for the seed project that defines the quality of construction being proposed. Phase II price proposals will include a total price for the seed project. In accordance with FAR 28.101-2, a bid guarantee shall be in the amount of 20% of the proposed price for the seed project.When issued, the solicitation will be available in electronic media only and can be downloaded via the internet World Wide Web at http://www.fbo.gov under pre-solicitation notice N40083-14-R-3212. There will be no paper copies of the solicitation issued. This project consists of construction of a Boat Maintenance Facility which also includes an Organic Storage Warehouse, Martial Arts Pit, and a Bridge Component Storage Area. The Boat Maintenance Facility design and construction consists of a one story 6,500 SF concrete framed structure with concrete foundation, concrete floor, masonry walls, insulated metal panels and standing seam metal roof. Boat storage building will primarily be used for storage and maintenance of MKIII Bridge Erection Boats (BEB), Combat Rubber Raiding/Reconnaissance Craft (CRRC) and associated trailer for each boat. The building may be occupied by as many as (25) Marines on drill weekends. The boat storage building shall house (4) boat BAYS, Zodiac storage and workshop, and Mechanical/Electrical room.
This Organic Storage Warehouse will include the design and construction of a 4,000 SF Pre-Engineered metal building with concrete foundation, concrete floor, insulated metal panels and standing seam metal roof. Organic storage building shall be an open space to house organic storage items.
The Bridge Component Storage Area is an offsite area for the bridge component storage. The location for this Storage Area is a grass field located northwest of the Marine Reserve Center on the west side of Kearsarge Avenue. The offsite area was previously developed with buildings and storage areas. The Storage Area will require approximately 56,000 square feet of land and will include; gravel previous surface and a perimeter chain link security fence with two access gates.
The Martial Arts Pit is a 24 foot by 24 foot by 24 foot curbed and covered area without exterior walls.
The Pit construction includes a non-continuous foundation, under pit drainage system (per soil conditions), playcurb, padded steel columns, and a standing metal seam roof. The pit will be filled with six inches of rubber mulch with Judo Mats on top, provided by the Contractor.

THIS IS A SOURCES SOUGHT NOTICE FOR INFORMATION AND PLANNING PURPOSES ONLY. This notice does NOT constitute a request for proposal, request for quote, or invitation for bid. The intent of this notice is to identify potential offerors for market research purposes in order to determine an applicable set-aside requirement for small businesses. The Naval Facilities Engineering Command, Mid-West, PWD Great Lakes, is seeking to identify potential Small Business, 8(a), HUBZone, Service Disabled Veteran Owned, or Women-Owned Small Business firms capable of designing and constructing various structures for the Naval Facilities Engineering Command Midwest (NAVFAC MW). The resulting contract will be a Design/Build Multiple Award Construction Contract (DB MACC). Successful awardees will be Design/Build contractors, capable of providing all design, labor, equipment and materials necessary to complete work required for a variety of projects. The work will include projects requiring new construction, design, renovation, alteration, and maintenance for Naval Station, Great Lakes, Illinois and Department of Defense facilities within a 200 mile radius of Naval Station, Great Lakes. The contract term will be a base period of one year plus four option years. Only the base period of the contract will offer a minimum guarantee. The estimated annual amount of this contract is not to exceed $10 million for the 12 month base period and each four option years ($10 million per year/each year for a combined total not to exceed $50 million). Projects shall be competed among the selected DB MACC contractors and awarded as individual task orders. The value of each task order is estimated to be $200,000 to $750,000. The contract vehicle may have occasional projects ranging from $1 million to $5 million. Projects shall be in conformance with all applicable referenced criteria per the construction standards, laws and regulations, including applicable building, fire life safety codes, and environmental regulations as outlined at: http://www.wbdg.org/ccb/browse_cat.php?o=29&c=4LEED requirement: The proposing contractors should be able to demonstrate staff that are certified as Leadership in Energy & Environmental Design Accredited Professionals (LEED AP) and have delivered facilities that have been certified by The U.S. Green Building Council (USGBC) LEED rating system (or like).Under Federal Acquisition Regulations (FAR) guidelines, the prime contractor must have the capability to perform at least 25% of the cost of the contract, not including the cost of materials, with its own employees for each task order awarded (FAR 52.219.14 Limitations on Subcontracting). Interested contractors must have a bonding capability of $3 million to $5 million in a 12-month period.
