The U.S. Department of the Navy's Naval Sea Systems Command (NAVSEA) awarded an indefinite delivery, indefinite quantity (IDIQ) contract to Globe Composite Solutions, LLC, a subsidiary of Esco Technologies Inc., to provide experimental hull treatment materials for U.S. Navy submarine vessels. The multiple award IDIQ contract has a ceiling value of $72 million and a period of performance through June 2026.
Task orders under this IDIQ will procure specialized composite tiles and bonded shapes to meet emerging hull treatment requirements on an ongoing basis for one to two submarines per year. This includes fabricating and delivering non-metallic components such as sonar panels, seals, fairings, acoustic panels, and insulation for installation and maintenance work on submarines, surface combatants, and marine structures. The initial delivery order under the IDIQ was a $1,000 firm fixed price award for a post-award meeting to obligate the minimum guarantee. The contract was not set aside for small businesses, but Globe Composite Solutions, a small business, has received prior set-aside awards from NAVSEA and other Navy commands to supply these specialized composite products.
