About this IDV

The Department of Health and Human Services (HHS) Centers for Medicare and Medicaid Services (CMS) awarded Softrams LLC, a certified minority and disadvantaged small business, a $40.5 million firm fixed price delivery order under the Strategic Partners Acquisition Readiness Contract (SPARC) vehicle. The order is for Medicaid Drug Program (MDP) tasking to be performed from February 2021 through June 2025. Key subcontractors include Mathematica Inc. for MDP subject matter expertise, Rainmakers Strategic Solutions LLC for drug data analysis and product work, and Agile Six Applications, Inc. for agile planning and human centered design. The SPARC contract is the major vehicle for CMS IT systems and support, and is also available for use by other HHS operating divisions to obtain IT services across the enterprise performance life cycle. The delivery order award is set aside for total small business participation and will provide support for HHS CMS programs that administer prescription drug coverage for Medicaid beneficiaries.

The SPARC contract vehicle has a potential value of $1 billion and a period of performance through February 2027. Under this multiple award contract, Softrams will be able to efficiently deliver a wide range of digital and technology services to federal agencies, including user experience design, software development, data management, cloud migration, and other IT modernization efforts. Softrams also holds prime positions on other large government-wide acquisition contracts, such as the $50 billion 8(a) STARS III contract and the $20 billion HHS CIO-SP3 Small Business contract, further expanding its ability to support mission-critical programs across the federal landscape.
