About this IDV

The Department of Health and Human Services Centers for Medicare and Medicaid Services (CMS) awarded the Strategic Partners Acquisition Readiness Contract (SPARC), a multiple-award indefinite delivery/indefinite quantity (IDIQ) contract, to Peraton Inc. SPARC will serve as the major contract vehicle for CMS IT systems and support, and can also be utilized by other HHS Operating Divisions to obtain IT services across the enterprise performance life cycle. The $1,000 SPARC contract covers a wide range of IT services including initiation, concept, and planning; requirements; design; development; testing; systems and data migration; independent verification and validation; maintenance; and program support services.

Under the SPARC IDIQ, CMS has issued two task orders to Northrop Grumman Systems Corporation, doing business as Advanced Defense Solutions, a subsidiary of Northrop Grumman Corporation. The first is a $19,481,895.94 firm fixed price delivery order for the operations and maintenance of the Medicare Enrollment and Premium Billing System (MEPBS). The second is a $95,304,191.04 cost plus award fee delivery order to maintain and modernize MEPBS applications, automate manual business processes, and replace batch file submissions and data dissemination. These task orders leverage the SPARC IDIQ to provide IT services and systems support to CMS's critical Medicare programs, with no set-aside designations used.
