About this IDV
The Federal Transit Administration's Office of Civil Rights awarded a multiple-award indefinite-delivery indefinite-quantity contract (IDIQ) to Milligan & Company LLC, a small disadvantaged business headquartered in Philadelphia, Pennsylvania. Valued at $3.999 million with a performance period from April 6, 2015, through September 28, 2021, this contract vehicle was established to procure comprehensive compliance review and technical assistance services. The scope of work encompasses conducting compliance reviews of Federal Transit Administration grantees across multiple regulatory domains, including Title VI civil rights protections, Title VII Equal Employment Opportunity requirements, Disadvantaged Business Enterprise programs, and DBE Unified Certification Programs. Milligan & Company is tasked with examining grantee operations, oversight structures, and policies to assess conformance with Department of Transportation regulations and FTA guidance, and delivering in-depth written reports detailing areas of compliance and noncompliance. Performance of all task orders has been conducted in Washington, DC.
Under this IDIQ vehicle, the FTA issued 18 documented delivery orders to Milligan & Company between June 2015 and September 2020, with individual task order values ranging from approximately $1,365 to $149,899. Task orders were structured as either firm fixed-price or labor-hour contracts targeting specific transit agencies and state transportation departments, including major systems such as the Metropolitan Atlanta Rapid Transit Authority, New York City Department of Transportation, New Jersey Transit Corporation, Los Angeles County Metropolitan Transportation Authority, and various state departments of transportation. While the initial base contract was set aside for small businesses, most individual task orders were issued without set-aside designations, reflecting the competitive nature of the compliance review requirements. The cumulative value of task orders issued through this IDIQ demonstrates the FTA's sustained demand for specialized compliance oversight and technical assistance services to ensure transit grant recipients maintain adherence to federal civil rights and disadvantaged business participation requirements.
