Added: Jan 09, 2015 2:14 pm This synopsis is issued in accordance with FAR Part 5.203 in response to the mandatory requirement for a 15 day pre-solicitation notification. The purpose of this synopsis is to announce the Federal Highway Administration's (FHWA) intent to issue a solicitation for Full and Open Competition for multiple award Indefinite Quantity/Indefinite Delivery contracts.The Indefinite Delivery, Indefinite Quantity (ID/IQ) contracts resulting from the Request for Proposals (RFP) is intended to give the FHWA and its U.S. Department of Transportation (U.S. DOT) partners the flexibility to address a number of issue areas without specifically identifying each required task for the life of the contract. The contract holders will be expected to provide a series of services as needed on a variety of transportation topics. They are expected to be able to organize resources and expertise to answer sophisticated research questions that will often be multifaceted and contentious in nature, and provide a broad range of support functions in multiple task area groupsThe objective of the contracts is to provide readily available support to the Federal Highway Administration's Office of Planning and Environment (HEP) in the following 10 task areas:1. Safety, Security, and Congestion Planning2. Scenario Planning and Visualization 3. Livability, Sustainability, and Ladders of Opportunities4. Performance-based Planning and Programming5. Freight, Multi-jurisdictional, and Mega-region Planning 6. Economic Development and Planning for Healthy Communities7. State, Metropolitan, Rural, and Tribal Planning Capacity Building 8. National/International Planning Tools 9. Planning and Environmental Linkages 10. Travel Data and AnalysisThe solicitation will be released electronically via this Government Point of Entry (GPE) otherwise known as Federal Business Opportunities (FBO) or www.fbo.gov. As such, no written, telephonic or other type of request for an advance copy of the solicitation will be entertained at this time. Potential offerors/vendors are encouraged to register on www.fbo.gov to receive any further information in reference to the subject action inclusive of any announcements, and/or amendments to the solicitation after its release.As a result of this solicitation, the FHWA intends to award multiple ID/IQ contracts under which firm-fixed price Task Orders will be issued. The anticipated period of performance shall not exceed 60 months. The NAICS Code for this effort is 541611 with a Business Size Standard of $15 Million.This notice of intent is not a request for competitive proposals.
