Modification 1 to this Presolicitation Synopsis will contain the Draft RFP (Sections C, L, and M) and applicable instructions for responses.The Government does not intend to acquire a commercial item using FAR Part 12.This procurement is a total small business set-aside. The NAICS Code and Size Standard are 541330 and $15M, respectively.The anticipated release date of the final RFP is on or about October 5, 2016 with an anticipated offer due date of on or about November 16, 2016.All responsible sources may submit an offer which shall be considered by the agency.NASA Clause 1852.215-84, Ombudsman, is applicable.
