The Department of Health and Human Services (HHS) awarded an indefinite delivery/indefinite quantity (IDIQ) contract to Lovelace Biomedical Research Institute, a not-for-profit preclinical contract research organization, to provide nonclinical laboratory services for the development and testing of medical countermeasures against chemical threats. The $45 million, single-award IDIQ contract has a period of performance through July 2025. The contract scope covers two groups of services: Group A for pulmonary agents, cyanide, opioids, and other chemical agents, and Group B for nerve agents and blister agents. Lovelace must demonstrate prior experience conducting Good Laboratory Practice (GLP) studies involving these threat agents and animal models that mimic human exposure and disease. The contract aims to support the Biomedical Advanced Research and Development Authority's (BARDA) mission to develop medical countermeasures for chemical, biological, radiological, and nuclear threats, as enabled by the Animal Rule regulatory pathway. Task orders will be issued to leverage Lovelace's expertise in areas such as respiratory and toxicology assessments, pharmacology studies, and product manufacturing to advance candidate treatments.
