SUBJECT : Request for Proposal (RFP) No. 72049218R00009 Evidence-Driven Collaborating, Learning and Adapting (ED-CLA) at USAID/Philippines
To All Prospective Offerors:
The United States Agency for International Development, through its Mission in the Philippines (USAID/Philippines) seeks proposals from qualified Small Business concerns interested in providing services as described in Section C of the attached solicitation. The applicable geographic code for this procurement is 937. The North American Industry Classification System (NAICS) code is 541990.
As defined under the Small Business Act, FAR 2.101, and FAR 52.219-6, a small business concern means a concern, including its affiliates, which is independently owned and operated, not dominant in its field of operation in which it is bidding on Government contracts, and qualified as a small business under the size standards in this solicitation.
In accordance with FAR 19.301-1(a), "To be eligible for award as a small business, an offeror must represent in good faith that it is a small business at the time of its written representation. An offeror may represent that it is a small business concern in connection with a specific solicitation if it meets the definition of a small business applicable to the solicitation and has not been determined by the Small Business Administration (SBA) to be other than a small business.
USAID/Philippines anticipates awarding a hybrid cost-plus-fixed fee (CPFF) completion and IDIQ contract as a result of this solicitation, covering an estimated period of a base of three years for both the cost-plus-fixed-fee and the IDIQ portions, with two one-year options, subject to the availability of funds and satisfactory performance. The cost-plus-fixed-fee completion contract is intended for "Core" services while the IDIQ contract is intended for "On Demand" services. The total cost of the entire award (base plus two option years) is estimated at a maximum of $13 million, with the cost of "Core" services estimated at a third of the maximum amount. Offerors must propose realistic and reasonable costs for the work described in their proposal. USAID encourages the most efficient and effective approach for achieving the expected results.
This procurement is set aside for Small Business and will be conducted under Federal Acquisition Regulation (FAR) Part 15, Contracting by Negotiations. USAID reserves the right to award a contract based on best value and without discussion.
Offerors must submit all questions and requests for clarification concerning this solicitation electronically by the due date and time indicated above to manila-roaa-rfp@usaid.gov. If USAID receives substantive questions that affect the solicitation or necessitates changes to the closing date, time, or other aspects of the RFP, USAID will amend this solicitation. The RFP amendments will be issued and posted on Federal Business Opportunities, the Government-wide point of entry (GPE), located at https://www.fbo.gov/ . Offerors are strongly encouraged to check the FBO website periodically as acknowledgement of any such amendments is required to accompany the offeror's proposal.
When submitting questions and requests for clarification regarding this RFP, please state the specific RFP page and section.
It remains the offeror's responsibility to ensure that it has downloaded and received the RFP in its entirety, including subsequent solicitation amendments, if any. USAID/Philippines bears no responsibility for data errors resulting from download, transmission, or conversion processes. Furthermore, offerors are advised to read the solicitation carefully. Block 12 of Standard Form (SF)-33 of this RFP requires that offers remain valid for 180 calendar days from the closing date.
Offerors are also instructed to pay careful attention to RFP Section K - "Representations, Certifications and Other Statements of Offerors." Offerors must comply with FAR 52.204-7, the System for Award Management (SAM), by registering and completing the annual representations and certifications electronically at https://www.sam.gov/portal/public/SAM/. No award may be made to an offeror who is not registered and active in SAM.
USAID is not obligated to award a contract by the issuance of this solicitation. Neither is USAID committed to pay for any costs incurred by offerors in the preparation and submission of a technical proposal or in participation in oral presentation. Award will be subject to funds availability following the proper completion of required USAID internal processes and other internal USAID approvals.
