SOURCES SOUGHT NOTICE Government to Citizens (G2C) IDIQ Solicitation Number: 47PM0219R0006 Notice Type: Sources Sought THIS IS A SOURCES SOUGHT NOTICE. The intent of this notice is to assess industry's small business concerns, including SBA Certified 8(a) Firms, Small Disadvantaged Business (SDB), Historically Underutilized Business Zone (HUBZone), Veteran-Owned Small Business (VOSB), Service-Disabled Veteran-Owned Small Business (SDVOSB), Woman Owned Small Business (WOSB), and Economically Disadvantaged Women-Owned Small Business (EDWOSB), and their respective capabilities and interest in performing this requirement. This procurement, whether it be set-aside for small business or procured on an unrestricted basis, shall be made under North American Industrial Classification Systems (NAICS) code 531210 - Offices of Real Estate Agents and Brokers. The small business size standard for this NAICS code is $5,000,000.00. In any joint venture or teaming arrangement, the offeror of record must qualify as a Small Business in accordance with NAICS code 531210 in order to be considered under this Notice. This is not a Request for Quote (RFQ) or Request for Proposal (RFP). This notice does not constitute a commitment by the Government to issue an RFQ, RFP, contract, or task order. The Government will not pay for any effort expended or any material provided in response to this announcement. Requests for a solicitation will not receive a response. GSA is in the process of determining the availability, adequacy, and capabilities of potential small businesses as single sources or in teaming arrangements, prior to issuing a Request for Proposal. If no responses are received from potentially responsible sources, GSA under FAR Part 19.502(2) will have completed its due diligence regarding setting this procurement aside for small businesses and will proceed with procuring this requirement on an unrestricted basis. Background: The General Services Administration (GSA) has developed a program called Government to Citizens (G2C) to assist federal agencies with their mission and real estate location decisions. The Government to Citizens (G2C) initiative helps agencies prompt strategy discussions while considering the optimization of the federal real estate portfolio. The GSA intends to award up to three (3) Indefinite Delivery Indefinite Quantity (IDIQ) contracts to meet a recurring need for the expertise of site selection services and relocation consultants. The purpose of this G2C IDIQ contract is to provide strategic counsel and program management to agencies when considering real estate location(s). The G2C IDIQ requires professionals whose primary occupation is the practice of relocation and who, through specialized education, knowledge, training, and experience, formulates and implements all the activities of relocation in accordance with legal and regulatory considerations. Firms will need to have the ability to work nationwide across all GSA regions. Brief Description of the Scope of Work: The contractor shall provide strategic planning, program management, financial services, and group move management as related to agency specific relocation needs while adhering to the G2C principles. Strategic Planning Services: The contractor shall ensure that any proposed strategic relocations will adhere to a project management plan, meeting budget, schedule and scope. This will include creating a strategy and project plan tailored to the agency's business needs, organizational culture, and employee demographics. The contractor shall provide site selection services. The contractor will provide economic research and analysis for multiple locations, providing feasibility costs and cost benefit analysis of candidate cities. Program Management Services: Implement the selected strategy through project planning, communication and G2C program design, provide pre-move employee orientation and decision making to maximize employee retention. Financial Services: Ensure client's program provides agency executives with cost transparency. Ensure client's program remains in compliance, executing all financial transactions accurately and providing complete reporting. Group Move Management: Provide a project proposal to oversee the execution of strategy, adhering to the approved project plan, scope, budget, and schedule and ongoing project management through the completion of all aspects of the group move. Additional Information: All firms and prime contractors doing business with the Federal Government shall be registered in the System for Award Management (SAM) database at www.sam.gov prior to award of a contract. GSA intends to award a Base Contract with up to 4 option periods. The total maximum amount for each IDIQ contract is $20 million. The maximum amount represents the most that can be spent on all task order contracts awarded against the IDIQ contract. The maximum amount is shared by the award pool of an IDIQ contract. Interested Firms: The following attachment has been provided for your completion. a. Industry Outreach Questionnaire Any interested firm should provide a Written Letter of Interest and a Response to the following questions (no more than 5 pages) and Industry Outreach Questionnaire by 5:00PM on April 17, 2019 to Ching Hung via email ching.hung@gsa.gov. The email subject line should state "G2C IDIQ Sources Sought for 47PM0219R0006." Note: All information submitted is subject to verification. Additional information may be requested to substantiate responses. The written Letter of Interest must contain the following elements, at a minimum: (1) Contractor's name, address, point of contact, phone number and email address; (2) Tax Identification Number and DUNS number; (3) NAICS code(s) under which the company operates; (4) Are you a small or large business? If small business, indicate any and all applicable small business representation(s) (8(a), HUBZone, Service-Disabled Veteran-Owned, Women-Owned, etc). (5) Include two (2) similar projects completed within the last 5 years, similar is defined as projects with a minimum total contract value of $400,000 and the contractor's tasks included: Site Selection (city visits, cost benefit analysis, research, etc.), Project Planning and Program Design, Pre-Move: Employee Orientation & Decision Making to maximize retention, Communication, Employee Relocation Services, and Project Management. Each response shall be reviewed by the Contracting Officer for the purpose of determining whether there is a reasonable expectation of obtaining a sufficient number of offers from responsible small businesses that are competitive in terms of market prices, quality, and delivery. A determination not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government.
