The Bureau of Political Military Affairs, a civilian agency within the U.S. Department of State, awarded an Indefinite Delivery Contract (IDC) to Downrange Operations And Training LLC, a veteran-owned small business, under the Africa Contingency Operations and Training Assistance 2 (ACOTA 2) multiple award contract vehicle. The IDC has a ceiling value of $600,000,000 and an ultimate completion date of October 9, 2023. Under this contract, Downrange Operations And Training LLC provides training, equipment, logistical and technical support, and construction services to African countries and organizations, including field training for African peacekeepers as well as staff training and exercises for battalion, brigade, and multinational force headquarters personnel.
The contract includes several firm-fixed price delivery orders for construction projects in Uganda, Senegal, Malawi, Rwanda, Guinea, Benin, and Togo, ranging from $1.1 million to $4.8 million. These orders involve the construction of training centers, classrooms, warehouses, and other facilities to support U.S. Government defense and security assistance programs in Africa focused on peacekeeping operations and security cooperation initiatives. Some delivery orders were set aside for small businesses, while others did not have set-aside designations.
