About this IDV

The National Institutes of Health Information Technology Acquisition and Assessment Center (NITAAC) awarded a GWAC to Science Applications International Corporation on May 23, 2012, with a $20 billion ceiling and an ultimate completion date of October 29, 2026. CIO-SP3 is a multiple-award vehicle supporting IT and telecommunications services government-wide across civilian and defense federal agencies.

This unrestricted GWAC enables agencies to procure IT modernization, systems integration, software development, cloud services, cybersecurity, and professional services from pre-competed prime contractors. Place of performance spans nationwide, with task order work occurring at agency locations and SAIC facilities across the country.

Recent task order activity reflects SAIC's breadth across civilian agencies. The National Cancer Institute issued a $13.8 million delivery order (April 1, 2026) for metadata development, curation, harmonization, and program support services, performance-based in Bethesda, Maryland through March 31, 2031, priced on a time-and-materials basis. An equitable adjustment delivery order valued at $97.7 million (July 21, 2025) supports technology information services for the Government Accountability Office's Information Systems and Technology Services program, with performance in Reston, Virginia through December 9, 2030; Techsur Solutions LLC (EDWOSB and 8(a) program participant) provides information systems security and cloud services support. The Environmental Protection Agency's $24.98 million delivery order (June 2, 2020) covers IT management systems modernization and operations and maintenance, based in Washington, D.C., with performance extending through March 31, 2026. Additional recent orders support the Department of Agriculture Farm Service Agency (application development and IT modernization, $24.7 million, Kansas City, Missouri) and the National Institute of Mental Health (software development and IT services, $40.8 million, McLean, Virginia).
