About this IDV

GSA issued a Federal Supply Schedule contract to Social Policy Research Associates, Inc. on June 1, 2006, under Special Item Number 874-3 for expert consultation, assistance, and deliverables associated with all aspects of surveying within the context of MOBIS, including survey design, sampling, development, pretesting, database administration, data collection methodology, quantitative and qualitative data analysis, and production of reports with findings, graphs, charts, tables, and briefings. The contract ceiling is $18,631,996 and the period of performance extends through May 31, 2026.

Social Policy Research Associates, Inc. is a small business research, evaluation, and technical assistance firm specializing in workforce development, education, social services, and public policy. The Federal Supply Schedule contract supports multi-agency ordering across the federal government; agencies place orders directly against the price list rather than conducting new competitions.

Place of performance is nationwide. The price list offers 22 labor categories spanning Research Assistants through Senior Fellows and Principals, with hourly rates ranging from $44.88 to $249.67. Education requirements span bachelor's degrees through PhD level; no security clearances are required. The labor portfolio includes positions across the research, policy analysis, and social science spectrum, from entry-level research support roles to senior-level fellows with 20-plus years of experience.

Recent delivery orders issued under this Schedule vehicle target workforce development program evaluations, data quality initiatives, nutrition assistance research, housing assistance evaluation, and elder justice studies across the Department of Labor, USDA Food and Nutrition Service, HUD, and HHS Administration on Aging, with ceiling values ranging from $44,313 to $3.23 million. The contractor also holds a $99 million Blanket Purchase Agreement with the Department of Labor's Office of the Assistant Secretary for Policy for evaluation services across DOL agencies and programs.
