About this IDV

The Department of Homeland Security's Science and Technology Directorate awarded a Blanket Purchase Agreement (BPA) contract, valued at up to $95 million over 5 years, to Signature Science LLC, a subsidiary of the nonprofit Southwest Research Institute. The purpose of this contract is to provide research, development, testing, and evaluation services to support the Transportation Security Laboratory's efforts to evaluate and advance detection solutions for transportation security, including chemical-based explosive detection, standoff trace and powder detection of explosives, and ion-mobility spectrometry mass spectrometry studies.

Under this BPA, the Science and Technology Directorate has issued multiple task orders to Signature Science LLC, ranging in value from approximately $150,000 to over $2 million, for a variety of technical assessments, quality assurance and control support, and developmental test and evaluation activities related to transportation security technologies. The work is primarily performed in Atlantic City, New Jersey and Austin, Texas, and utilizes a time and materials pricing structure without any set-aside designations.
