About this IDV

The Federal Emergency Management Agency (FEMA) awarded a Blanket Purchase Agreement (BPA) contract to ATCS, P.L.C., a professional consulting firm, to provide a range of professional services in support of FEMA's emergency preparedness, response, recovery, and mitigation programs. The contract, valued at up to $45 million, covers services such as disaster recovery assistance, training workshops, program management, operational reviews, communications support, guidance materials development, and coordination of initiatives related to diversity, equity, and inclusion. ATCS has received over $15 million in prior FEMA contracts and task orders to deliver similar services aimed at assisting critical FEMA divisions and programs focused on community assistance, stakeholder engagement, integrating private sector partners, and aiding survivors and communities impacted by disasters or public health emergencies. The contract does not have any set-aside designations and is being performed primarily out of ATCS's office in Bothell, Washington, with some remote work.

Under this BPA contract, FEMA has issued several individual task orders to ATCS for specific projects, including providing recovery organizational and leadership development services, COVID-19 program management support, a COVID-19 searchable tool of federal resources, and various other initiatives supporting FEMA's missions related to disaster recovery, training, communications, and operational improvements. These task orders, valued from around $100,000 to over $2 million, are issued under FEMA's Multiple Award Schedule (MAS) and Professional Services Schedule (PSS) contract vehicles and also do not include any set-aside requirements.
