About this IDV
The U.S. Coast Guard awarded a Total Small Business Blanket Purchase Agreement to Aveshka, Inc. (doing business as Softtek Government Solutions) on September 22, 2015, with a ceiling value of $4.57 million and an ultimate completion date of September 21, 2015. This single-award contract, issued under the General Services Administration's Professional Services Schedule, is administered from Washington, D.C. The agreement provides contractor support services across the full spectrum of the Coast Guard's cycle of preparedness, encompassing planning, organizing and equipping, training, exercising, and evaluating and improving operations. The scope includes research and analysis of best practices and lessons learned, development and maintenance of preparedness-related policy and guidance, stakeholder coordination, workshop and webinar facilitation, document preparation and editing, and review and assistance with preparedness resource and training programs.
The contract further requires exercise program management activities, including design, execution, and after-action reporting of Coast Guard contingency exercises. Aveshka provides analytical support for after-action reports generated from both preparedness exercises and real-world events, as well as organization, facilitation, and reporting of preparedness and exercise program results. Six task orders issued under this agreement between September 2015 and September 2019 totaled approximately $4.31 million in ceiling values, addressing specific operational needs including All Hazards–All Threats preparedness and exercise program support, Office of Emerging Media program facilitation, and IT application development services. These task orders demonstrate the breadth of contractor engagement in supporting the Coast Guard's operational readiness and emergency management infrastructure across multiple fiscal years.
