About this IDV

G4S Secure Solutions (USA) Inc., a subsidiary of Allied Security Holdings LLC, was awarded a single-award Blanket Purchase Agreement (BPA) by the U.S. Immigration and Customs Enforcement (ICE), a civilian agency within the Department of Homeland Security, on February 1, 2018. The BPA, which ultimately concluded on July 31, 2023, established a master contract vehicle for the provision of transportation and detention officer services across multiple areas of responsibility in the southwestern United States. The contract was issued under the General Services Administration's Law Enforcement & Security Services (FSS-84) Federal Supply Schedule on a firm fixed-price basis without set-aside designation, enabling ICE to issue multiple delivery orders and task orders against the agreement. The services encompassed secure ground transportation of detainees between detention facilities, ports of entry, courts, and other government locations, as well as detention officer support personnel to facilitate Enforcement and Removal Operations (ERO) and Homeland Security Investigations (HSI) activities across the Los Angeles, San Francisco, San Diego, Phoenix, and Salt Lake City field office areas of responsibility.

Throughout the BPA's performance period, ICE executed numerous task orders valued collectively in excess of $130 million, with individual delivery orders ranging from approximately $3 million to $10.5 million. Places of performance were distributed across multiple locations, including Sacramento, Los Angeles, Phoenix, and Atlanta, reflecting the geographic scope of ICE's detention and removal operations in the western and southwestern United States. The task orders issued under this BPA reflected modifications to unit prices for detention officer transportation services and ultimately concluded with deobligation of excess funds and formal closeout actions in 2023 and 2024. G4S's continued assignment as the sole prime contractor on this single-award vehicle underscored ICE's operational reliance on the company's established capabilities and regional infrastructure for mission-critical transportation and detention support services supporting federal immigration enforcement operations.
