About this IDV
The federal contract IDV award is a Blanket Purchase Agreement (BPA) issued by the U.S. Department of Agriculture (USDA) to The Law Offices Of Stuart L. Plotnick, LLC, a veteran-owned small business. The purpose of this BPA is to secure alternative dispute resolution (ADR) services, primarily mediation, for USDA employees nationwide. This is consistent with the Equal Employment Opportunity Commission (EEOC) regulations to offer ADR during the informal and formal stages of the equal employment opportunity (EEO) complaint process.
The BPA has a ceiling value of $4,000,000 and a period of performance from September 29, 2016 to September 29, 2021. The contractor may also be required to provide other ADR services such as facilitation, conciliation, early neutral evaluation, and fact-finding. The contracted services are being procured through the General Services Administration's (GSA) Multiple Award Schedule (MAS) program for Human Resources and EEO services. The work is primarily performed at USDA facilities across the country. This BPA builds upon the contractor's existing MAS contract and Federal EEO Services division to deliver ADR support to the USDA on an as-needed basis through task orders.
