About this IDV
Ernst & Young LLP was awarded a single-award Blanket Purchase Agreement by the U.S. Coast Guard valued at $25 million with an ultimate completion date of March 17, 2016. This Indefinite Delivery Vehicle (IDV) was established under the General Services Administration's Professional Services Schedule (PSS) following a migration and administrative consolidation of multiple GSA schedules into a unified schedule structure. The BPA replaced the previous contract number GS-23F-8152H and generated a new BPA number to properly account for task orders awarded under the consolidated GSA Schedule 520 Financial and Business Services. The vehicle was established on a non-competitive, single-award basis without set-aside designations, enabling the Coast Guard to issue task orders for support services within the professional services domain.
The primary task order issued under this BPA was valued at $1,346,416.08 and awarded to Ernst & Young LLP on June 6, 2016, for audit remediation services with performance in Elizabeth City, North Carolina. This firm fixed-price BPA call was designated to exercise and fully fund Option Year 1 and included work related to financial and internal control assessments under the IGF-CL-IGF framework. The contract period for this task order extended through June 5, 2018. As a Big Four accounting firm, Ernst & Young delivered professional services encompassing financial management, auditing, and compliance support, leveraging its extensive expertise in helping federal agencies address audit findings and strengthen internal control environments. This BPA vehicle enabled the Coast Guard to access on-demand professional services for specialized audit support and remediation initiatives without requiring separate competitive procurements for individual task orders.
Description
GS-00F-290CA/HSCG23-16-a-VFK010 now replaces GS-23F-8152H/HSCG23-14-a-VM7034 for future ordering. GSA migrated the management of multiple schedules for professional services to a single schedule, to include GSA schedule 520 financial and business services (fabs). A migration is an administrative consolidation of existing schedules, labor categories and rates. The consolidation of awarded terms and conditions from multiple schedules to a single schedule does not alter the scope of the current contracts and does not constitute a new requirement. In order to properly account for BPA task orders awarded under the new GSA schedule, a new BPA number is hereby generated. Updates to the statement of work and terms and conditions are included
