The U.S. Department of Agriculture Forest Service Southern Region awarded a Blanket Purchase Agreement to Linda F Hensley Cleaning Service on November 1, 2026, with an $83,000 ceiling for janitorial services at the Appalachian Ranger District Office and Work Center in Mars Hill, North Carolina.
This is a Total Small Business set-aside. Linda F Hensley is a woman-owned small business sole proprietorship. Place of performance is Mars Hill, North Carolina, at two facilities: the District Office (9,680 square feet) and the Work Center Building (348 square feet).
The BPA covers comprehensive cleaning and maintenance services including daily waste container, kitchen, floor, and restroom care; quarterly light fixture and high-dusting; semiannual carpet shampooing; and glass and venetian blind cleaning. All work is performed after 5 p.m. Eastern Standard Time or on weekends, excluding federal holidays. All cleaning products must be biobased and meet LEED "Go Green" specifications per FAR 52.223-2. The contractor supplies all labor, materials, equipment, and transportation.
The performance period is November 1, 2026 through October 31, 2027 (base), followed by four optional 12-month ordering periods extending through October 31, 2031, plus an optional six-month extension through April 30, 2032. Service Contract Labor Standards apply: janitor positions require a minimum of $15.80 per hour plus $5.55 in fringe benefits. The BPA does not obligate funds; the Government is obligated only for authorized purchases actually made under BPA calls.
