About this IDV

The Naval Air Systems Command established a Basic Ordering Agreement with Bell Boeing Joint Project Office on April 21, 2025, to streamline procurement of V-22 Osprey components and services. The BOA does not obligate funds itself but sets framework terms under which the Defense Logistics Agency Aviation and other authorized agencies may issue delivery orders without competitive re-solicitation.

The BOA covers structural fittings, wiring harnesses, duct assemblies, electrical panels, mechanical parts, access covers, tube assemblies, panels, brackets, seals, gaskets, fasteners, and other aerospace hardware necessary for V-22 Osprey sustainment across the Department of Defense. Place of performance includes primary facilities in Amarillo, Texas; Ridley Park, Pennsylvania; and North Richland Hills, Texas, with work performed worldwide to support V-22 operations across multiple service branches (Marine Corps MV-22, Air Force CV-22, and Navy CMV-22 variants).

The BOA carries a ceiling value of $99,999,999.99. The initial performance period extends through April 29, 2026, and has been extended to April 20, 2030. Delivery orders issued under this BOA range from modest procurements under $5,000 to substantial orders exceeding $400,000. Recent delivery orders reflect the breadth of sustainment activity: a $110.1 million cost-plus-fixed-fee award for V-22 flight test support (March 15, 2022), a $23.2 million firm fixed-price order for TCAS processor procurement and component installations (May 7, 2021), a $27.3 million order for V-22 Conversion Area Harness kits and retrofit components (February 5, 2021), and a $347.2 million fixed-price incentive order for V-22 Nacelle Improvements (December 31, 2020). Bell Boeing Joint Project Office, a joint venture between Bell Helicopter Textron Inc. and The Boeing Company, serves as the original equipment manufacturer and lead systems integrator for the V-22 Osprey program.
