PURPOSE: THE SOCIAL IMPACT PARTNERSHIPS TO PAY FOR RESULTS ACT (SIPPRA) WAS ENACTED AS TITLE VIII OF DIVISION E OF THE BIPARTISAN BUDGET ACT OF 2018 TO PROVIDE COMPETITIVE GRANTS TO STATE AND LOCAL GOVERNMENTS FOR PROJECTS THAT PRODUCE ONE OR MORE MEASURABLE, CLEARLY DEFINED OUTCOMES THAT RESULT IN SOCIAL BENEFIT AND FEDERAL, STATE OR LOCAL SAVINGS, AND GRANTS TO PAY FOR INDEPENDENT EVALUATORS FOR SUCH PROJECTS. SIPPRA ALSO PROVIDES GRANTS FOR FEASIBILITY STUDIES. ACTIVITIES TO BE PERFORMED: SIPPRA RECIPIENTS WILL RECEIVE PAYMENT UNDER THE PROJECT GRANT IF THEY ACHIEVE ONE OR MORE OUTCOMES SPECIFIED IN THEIR APPROVED PROJECT PLAN, AND SUCH OUTCOMES ARE VALIDATED BY AN INDEPENDENT EVALUATOR.
